He was the son of James Madison Bullard and Malinda Keene or Keen. He married Harriet L. or F. Jones in Marion Co.,Illinois, April 4, 1890.(104) On marriage entry, William's name is listed as William F. & Harriet's is written Harriett L.

He married Lucinda Hattie Henson in Marion Co.,IL., September 7, 1871. He married Alley Catherine Lubhee in Marion Co.,IL, April 27, 1894.⁽¹⁰⁵⁾ He married Margaret Sawyer in Jefferson Co.,IL., November 3, 1903. William died 1932 in Marion Co.,IL.. His body was interred after July 27, 1932 in Union Chapel Cem., Jefferson Co.,IL..
