Civil War Pension file of William Henderson Bolar of Pulaski Co., KY, first husband of Amanda Stroud, daughter of Robert and Sarah "Sally"  Dick Stroud, which leads to the guardian file of Millard Filmore Bolar and then Civil War Pension file of John F. Rigney, second husband of Amanda Stroud.

I have a postcard "picture" of whom I believe to be Millard Filmore Bolar and his second wife. I do not know for sure, because at this time there is no known living descendents of Millard.

On this 1 day of August, 1866, before me, the undersigned, (left blank) in and for the County and State above named, personally appeared Wm. H. Bolar in the state of Kentucky, aged 35 years, who being duly sworn according to law, declares that his Post Office address is Halls Gap, KY and that he is the identical William H. Bolar who was a Capt. in Company C, commanded by Captain Wm. H. Bolar, in the KY Regiment of Kentucky Volunteers, commanded by Colonel Landram (?) in the war of 1861 and 1862, for the suppression of the rebellion. That he volunteered on or about the 4 day of October, 1861, for the term of three(?) years and was honorably discharged at Batton Rougue, LA, on the 27 day of July, 1864, as will appear by his certificate
of discharge herewith presented.
That while in said service in the line of his duty at Franklin, La, in the State of LA, on the 16 day of March, 1864, that this declarant was first affected in the throat which has caused horseness and weakness of speach & Hacking cough with other bad appearences for good health. Applicant resides near Halls Gap, KY and a farmer by occupation.
He makes this declaration for the purpose of being placed on the Invalid Pension Roll of the United States, by reason of the disability above stated: and hereby consititutes and appoints Tucker & Sells, of Washington, D.C., his attorneys to prosecute this claim and procure a Pension Certificate.

Joint Affidavit


We, James S. Young and Joseph Hodge residents of the County of Lincoln in the State of Kentucky upon our oaths declare that we are personally well acquainted with Mrs Amanda Boller widow of William H. Boller deceased, and who is a resident of the County of Lincoln in the State of Kentucky and who by virtue of the military services of her said husband, the said William H. Boller deceased, is now applying for Amanda Boller . We were likewise personally well acquainted with the said William H. Boller now deceased, which fact we know by general repute, and his said wife, the said Amanda Boller during the lifetime of the former, and know that they lived together as husband and wife, and to be so reputed, without any question to the contrary. We also further state, that we were present at the marriage of the above named William H. Bollor with the said Mrs Amanda Bollor whose name before her said marriage was Amanda Strod that we were eye witnesses to said marriage, and saw the same take place. That it occurred in the County of Pulaski in the State of Kentucky on or about the 29 day of March AD 1860. That W F Camden a Justice of the Peace administered the rites of marriage between said parties, and pronounced them man and wife. That we make this affidavit as  a simple act of justica, and nothing further, having no interest in so doing whatsoever.

Widow's Declaration For Army Pension

Lincoln County SS:

On this 1st day of July 1867, before me, Clerk of the County Court of the County Court in and for the County and State above named, personally appeared Mrs. Amanda Bolar age 27 years, who being duly sworn according to law, declares that he Post Office address is Halls Gap in the State of Kentucky and that she is the widow of Wm H. Bolar who was a Capt in Company C Commanded by
Captain in the 19 Regiment of Kentucky Volunteers, and who died at Halls Gap on or about the 10th day of November, 1867, be reason of consumption contracted while in the Service of the United States.
That she was married to the said Wm. H. Bolar on teh 29 day of March AD 1860, at Robin Stroud, Pulaski Co by one Woodson F. Camden a Justice of the Peace; that her name before her said marriage was Amanda Stroud; and she states that she believes there is no public record of her marriage but any proof of the facts can be made by many witnesses, that her husband the aforesaid Wm H. Bolar died or was killed on the day above mentioned, and she continued a widow since that date, and has not abandoned the support of any one of the children above named, nor permitted any of the same to be
adopted by any other person or persons as his, her or their child.
She further states that at his death, her said husband left surviving him only the following named child who was then under the age of sixteen years; that said child reside at Halls Gap and at the date of this declaration was of the age herein stated, viz : Millard Fillmore Bolar and was born December the 30th, 1860.
She also declares that she has not in any manner been engaged in or aided or ? the rebellion of the United States, and that she is not now in receipt of a pension under any act of Congress
She makes this declaration for the purpose of obtaining the pension to which she may be entitled under the provisions of the act of Congress, approved July
14, 1862, and hereby constitutes and appoints Charles C. Tucker, of Washington, D.C., her attorney, with power of substitution to prosecute her claim and procure a certificate; hereby authorizing and empowering her said attorney to do all necessary and lawful acts and things whatsoever in the premises, execpt drawing the money, which will be hereafter provided for, and revoking and countermanding all former authority that may have been given for the above specified purpose.

Sworn to, subscribed and acknowledged before me, the day and year first above written; and also, personally appeared James P. Gooch a resident of
Lincoln County and J.D. Baron a resident of Lincoln Co persons whom I certify to be respectable and entitled to credit, who being duly sworn according to law, declare that they are personally acquainted with Mrs. Amanda Bolar who has made and subscribed the foregoing declaration in their presence, and were acquainted with her and her husband before he entered the military service of the United States, andknow that they lived together as man and wife and were so reputed and acknowledged by those who knew them. That she is the widow of the identical Wm H. Bolar who performed the military service mentioned in said declaration, and has remained a widow since his death, and they believe that all the statements made by her in the foregoing declaration are true. That their knowledge of the identity of her husband with the soldier, and of their marriage, was derived from Six years aquaintance with the family and never heared the same disputed by any person whatever and they further state that they have no interest in the prosecution of this claim.

I do hereby certify that I was the family physician of W. H. Bolar Company C. 19th Regiment Kentucky Volunteer Infantry (in the war of 1861) previous to his entering the service of the United States, and that he was a man of sound constitution previous to his enlistment, and contracted the disease which caused his death during his service in the army. His disease was one of throat, which resulted in phthisis(?) pulmonalis. I attended him from very soon after his return from the army until near the time of his death, and had ample opprotunity to know the facts above stated.

Declaration For Widow's Pension and Increase

On this 27th day of June, AD 1876, personally appeared before me, a Clerk of a Court of record and for the county and State aforesaid, Amanda Rigney, a resident of Heighland(?) Dist, in the county of Lincoln, and State of Kentucky, aged 36 years, who , being duly sworn, makes the following declaration, in order to obtain the Pension provided by the act of Congress approved July 14, 1862; that she was the widow of W.H. Boler, who was a Captain in Company C commanded by Lieut John Cowan (?), in the 19th regiment of KY Infantry Volunteers in the war of 1861; that her maiden name was Amanda Stroud, and that she was married to said W.H. Boler on or about the 29th day of March, AD 1860, at Adams Mills, in the County of Pulaski, and State of Kentucky by WF
Camden Justice of the Peace, and that there a record evidence of marriage.
She further declares that said, W.H. Bolar who, was her husband, died at home, in the State of Kentucky, on or about the tenth day of November, AD 1866 of Phthisis of the throat pulmonalis.
She also declares that she has not remained a widow ever since the death of said W. H. Bolar, and that she has the following-named children of her deceased husband, under sixteen years of age, who are now living, the dates of whose births are, as given below, to wit:

She further declares that she has not abandoned the support of any one of the children above named, nor permitted any one of the same to be adopted by
any person or persons; that they are the only legitimate children of herself and the deceased; and that she has not in any manner been engaged in or aided or abetted the rebellion in the United States.

And she hereby constitutes and appoints C.D.Pennebaker, Attorney-At-Law, her Attorney, to present and prosecute this claim, and authorize to receive and receipt for any certificate, draft, check or vouchers that may be issued for the same in her order, and to do any other act or thing necessary or that she might do if personally present, with full power of substitution and revocation, hereby countermanding all former authority that may have been given for the above
specified purpose.

Affiant Henderson Hines states that he is a citizen of Casey County, Mintonville, PO State of Kentucky formerly of Lincoln County, KY, That he is a practicing Physicaian and has been for about eighteen years that he was well acquainted with W.H.Bolar in his life time and well acquainted with him at the time of his discharge from the military service of the United States. He states that the
physical condition of the said Bolar was that the solider said Boler was laboring under disease of the throat and lungs that said disease continued to affect him and was the immediate cause of his death,  that he visited him and rendered medical attention and treatment to him from his discharge to the time of his death and that affiant has not interest whatever in the prosecution of the claim.

Bolar decd., and with his wife Amanda Rigney, late Amanda Bolar. That he was a Justice of the Peace for Lincoln County, Kentucky when the said W.H. Bolar and the said Amanda were married-that he was authorized to ? the rites of marriage between parties by the laws of Kentucky and did on the 29th day of March 1860 unite
in marriage the said W.H. Bolar and Amanda Stroud, at the residence of Robert Stroud father of said Amanda on the day of said according to the laws of Kentucky - and that I have no interest in the pursection of this claim whatever
of Guardian of minor children of said Bolers for pension.

Affiant Nancy Baugh states that she is a citizen of Lincoln County, Kentucky. That she was well and personally acquainted with W.H. Bolar decd. and with his entire family including his wife Amanda Rigney, late Amanda Bolar and with
their son Millard F. Bolar.
She states that she was present with the mother in accouchment(?) at the birth of the son, the said Millard F. in the capacity of mid wife in her confinment, and that the said son Millard F. was born on the 30th day of December 1860 in Lincoln Co., Kentucky, and that the above date is the time & correct date of the birth of said child and that affiant has no interest in the prosecution of any claims of the guardian of said minor child after pension whatever directly or indirectly.

Affiant J.F. Peyton states that he was Luet. of  Co K, 19" Regt Ky Inf ??? 1862 and on that day promoted to ?? which he held until his resignation in May 1863. That he was personally well acquianted with Capt. W.H. Bolar of Co. C of said Regiment from his enlistement in Jan 1862 to the time of affainats resignation in 1863 and to all appearances said Bolar was a sound and healthy man and free from disease as far as affaint believes ar known, as he was frequently with him in the Regiment and has no? often having any disease but on the ? was a stout and healthy man from all appearances & that affiant has no nterest in this
claim whatever.

Affiant J.J. McKinny states that he was a 2" Liet. of Company K of the 19" Regiment of Kentucky Infantry Vol in the war began in 1861. he states that he was personally well acquainted with William H. Bolar late Captain of Company C of said Regiment. He states that while in the military service on or about the
3rd day of July 1863 said Bolar became sick and disabled for duty and was sent to the Hospital at Vicksburg, Mississippi for treatment, that affaint was sick in same Hospital at the same time with Bolar. Affiant went to the Hospital on the 6th day of July 1863 & Capt was then sick in the Hospital. Affiant further states that Bolar was sound and healthy at the time of enlistment, and the disability which caused him to be sent to the Hospital occured while he was in the military service of the United States and that affiant has no interest in the pension or any claim against the ? ???? for the services aforesaid.

That he has no records from which to state the dates and canonly state the facts. He states that when the soldier was discharged and came home affiant was called to render him
medical treatment, and treated him for disease of the throat which terminated in consumption (phthisis pulmonalis) render which he was laboring at the time, and continued to treat him to the time of his death, and that the above mentioned disease was the immediate cause of his death and that affiant has no interest in the prosecution of this claim.

On this the 23 day of July 1877. Dr. Hendeson Hines appeard before me, a Justice of the Peace in and for said county and state, and made oath that he was the attending physician for W.H. Bolar, company C 19th Ky Volunteers infantry. He also states that he has no records by which to give the date of said W.H. Bolars death. He further states that he remembers going to the city of Louisville a very short time before the said Bolers death, in Company with the said Boler and that if his memory is not at fault this trip was made in October 1866, and that if his memory is correct the said W.H. Boler died about November 1866 perhaps about the 10th.
