Pension file and Widow's pension file for Josiah and Alyza Onan Rigney. Includes affidavits from residents in Palmyra and Hannibal, as well as men he served with in Kentucky in Co. D 13th Regt Ky Cav Vol. Documents showing his relationship to George T. Rigney, his mother's maiden name, his living children, his wife's maiden name and information from his death certificate.

Below are signed statements, affidavits and information from Josiah's marriage and death certificate. Included here is a affidavit signed by Joab Rigney, verifying Josiah's father was George T. Rigney and Josiah's age at enlistment.  Also included here statements Josiah made to the US Pensions office listing his parents, brothers and sisters, as well as a statement in which he gives his wifes maiden name and a list  of his seven living children. One thing I have found is that on Josiah's death certificate, which was filled out by his son, his mothers maiden name is listed as Mahala Jones. Like the other pension files, the page numbers refer to my retyped page numbers only.

On this day, 8th Sept 1903
Personally appeared before me a County Clerk in the county and state above named. Wm. H. Watson who is 70 years old, a resident of said Co & state Post Office address Dabney Pulaski Co., KY and says:
What he is personally a well acquainted with Josiah Rigney above named. That he said Rigney was a member of above named Co & Regt that he volunteered about Dec 26th 1863 and was mustered in Dec 31st 1863 the day before the cold new years day 1864 and served with said Regt until (1865 10th day of Jan) when he with the Regt was discharged.

Personally appeared before me a Notary Public in and for the aforesaid state & Co. Joab Rigney who is 65 years old a resident of said county and state above named Post Office address Joyce KY Casey County and says that he is personally and well acquainted with Josiah Rigney above named, who is an applicant for pension. That he said Josiah Rigney was a member of above named Co and Regt, That he enlisted Dec 26, 1863 and was mustered  in Dec 31st 1863 and served with said Regt until 10th day January 1865 when he with the Regt was mustered out or discharged. That he was a true and faithful soldier, just as good as the company had in its ranks.
That he was a moral young man and is the same today. That he knows these things having served with him and was 1st Sergt of said Co. and Regt.
June 26th 1906

Marion, State of MO., who, being duly sworn according to law declares that he is the identical person who was enrolled at Columbia Kentucky under the name of
Josiah Rigney on the Twenty Sixth of Dec 1863, as a Corpl. in Co D 13 Regt KY Cav Vol in the service of the United States, in the war of the rebellion, and
served at least ninety days and was honorably discharged at Camp Nelson on the 10th day of January, 1865.
That his personal description at enlistment was as follows:
Age 18 yrs; height 5 feet (blank) inches; complexion Fair; hair black; eyes black;
That he is in part incapacitated for earning a support by manual labor by reason of Indigestion, heart trouble, rheumatism in my back especially in the small of back and injured by being over heated in 1865, loss of teeth. That said disabilities not due to his vicious habits, and to the best of his knowledge and belief of a permanent character. That he is not a pensioner. That he has never heretofore applied
for a pension.That his post office address is Palmyra Marion Co., MO county of Marion, State of MO.

Soldier's Application for Increase of Pension

On this 31st day of May A.D. nineteen hundred 12, before me a Notary Public, within and for the County and State aforesaid, personally appeared Josiah Rigney a resident of Hannibal, F.F. D No 1, in the State of Missouri age 65 years, who being by me first duly sworn according to law, declares that he is the identical Josiah Rigney who served as a corporal in Company D in the thirteenth
Regiment of Kentucky Volunteer Cavalry in the war of 1861 and who makes application for increase of pension, under Act of May, 1912, and in connection with said application, makes the following averments to wit:

1st. That he served one year and fifteen days in the United States Service.
2nd. That he was honorably discharged from the United States Service
3rd. That he is partly disabled for the performance of manual labor on account of
age, lung trouble, and heart trouble.
4th. That his disabilities are not the result of any vicious conduct on his part, and they are permanent in character.
5th. That he has not been in the service of the United States since his discharge from service on Jan. 10, 1864
6th. That his original pension was granted for lung trouble and heart trouble
7th. That he was born at Casey County, Kentucky on April 3, 1847
8th. That he is now drawing a pension at the rate of $12.00 per month, under
Certificate No. 1127259

9th. His personal description is as follows: Gray hair, brown eyes, weight 145 pounds, height five feet eight inches.

On this 22 day of April, 1932, before me, the undersigned, personally appeared Aylza Onan Rigney, who makes the following declaration as an application for pension under the provisions of the acts of Congress approved May 1, 1920, July 3, 1926, or June 9, 1930.
That she is 77 years of age, that she was born September 22, 1854 at Palmyra, Missouri.

That she is the widow of Josiah Rigney who enlisted December 26, 1864, at Camp Nelson, Kentucky, under the name of Josiah Rigney, in Cap't Thomas Watson's Company D, 13th Regiment of Kentucky Cavalry and was honorably discharged January 10, 1865, having served ninety days or more, or was discharged for, or died in service of the United States of a disability incurred in the service in the line of duty, during the Civil War, and who died April 6, 1932, at Near Hannibal, Missouri.That she was married to said soldier March 3, 1870, under the name of
Alyza Ann Onan, at Palmyra, Missouri by Minister's name forgotten; that she
had not been previously married, that he had not been previously married. That she did not serve in the Army, Navy, Marine Corps, or Coast Guard of the United States between April 6, 1917 and July 2, 1921, or at any time during said period.
That no member of her family served in the Army, Navy, Marine Corps, or Coast
Guard of the United States between April 6, 1917 and July 2, 1921.
That she has not heretofore applied for pension, that said soldier was a pensioner
the number of his pension certificate being 1,127,259.

I, W.L. Owsley of Palmyra, Marion County, Missouri being of lawful age, to-wit: 56 years, being duly sworn do now make oath as having knowledge of the fact wherein Josiah Rigney and Aylza O. Rigney lived together as husband and wife from about the year 1900 to the time of the
death of Josiah Rigney, having such knowledge by reason of the fact that during that period I was actively engaged in the mercantile business in Palmyra, Marion County, Missouri and have many times sold merchandise to either or both of them as husband and wife, and I further make oath that they were not at any time divorced but continued to live as husband and wife until the death of the former.

to-wit, 60 years, being duly sworn do on my oath solemnly swear that I have
knowledge of the fact wherein Josiah Rigney and Aylza O. Rigney lived together
as husband and wife from about the year 1900 to the time of the death of Josiah
Rigney, and that they were at no time ever divorced but continue to live together

as man and wife, and that I have such knowledge by reason of the fact that for
the past 35 years I have been actively engaged as janitor of the Marion County
Court House at Palmyra and have intimately known both parties as long as I can
remember any one.
