OBITUARY - William Leon Wingrove was born February 23, 1929, to Herbert and Bertha (Cramer) Wingrove in Dow City, Iowa. He attended country school and then helped his parents farm. Bill proudly served his country in the U.S. Army during the Korean War and was awarded the Bronze Star. Bill married Carolyn Mulligan on December 19, 1953, at St. Patrick’s Catholic Church in Dunlap. The couple lived in Dow City and Bill worked for the County Road Department. They then lived in California for three years where he was a welder for Precision Sheet Metal. They returned to Dunlap and then to Dow City where Bill drove a truck. Due to ill health Bill retired when he was 55.

Bill was a member of the Dow City American Legion for over 50 years.

Bill died on Tuesday, February 12, 2008, at Creighton Medical Center in Omaha, Nebraska at the age of 78 years, 11 months, and 20 days.

Bill was preceded in death by his parents; father-in-law, Ben Mulligan; and granddaughter, Amy Rae Wingrove. He is survived by his wife, Carolyn Wingrove of Dow City, Iowa; daughter, Connie (James) Neal of Tempe, Arizona; three sons, Rick (Marsha) Wingrove of Dunlap, Iowa, Randy Wingrove and David Wingrove both of Dow City, Iowa; eight grandchildren; two brothers, Don (Arlene) Wingrove of Marshalltown, Iowa, Jack (Betty Jane) Wingrove of Dunlap, Iowa; mother-in-law, Beulah Mulligan of Dunlap, Iowa; and many other relatives and friends.

Korean War Service Medal
     William L Wingrove

  But Rep. Tom Latham was at the elegant Russell Brasel American Legion Memorial Hall Monday to perform official business.

Latham's job: To conduct a Military Service Medal Presentation for William L. Wingrove of Dow City.
      As family and friends and members of American Legion Post 444 looked on, Latham presented an American Flag and the Korean War Service Medal to Wingrove.

      The Korean War Service Medal is issued by the Republic of Korea and only last year was authorized to be worn on uniforms by American veterans of the Korean War.
      Other Korean War veterans have received their medals by mail, but Latham, who represents Iowa's 5th Congressional District, which includes Crawford County, is making personal visits to present the medals.
      Last summer Latham presided at a special ceremony in Sioux City when 600 Korean War Veterans were given 50th Anniversary pins issued by the Department of Defense.
      In his presentation Latham noted, "Mr. Wingrove entered military service in December of 1950 and served with the 194th Army Field Artillery Unit. The majority of his time was spent on the front line in Korea manning either a Howitzer or outpost machine gun." Wingrove served 9 months in Korea, where he was injured from shrapnel. His unit captured eight enemy prisoners.
      Wingrove resides in Dow City with his wife Carolyn Ann. They have four children and eight grandchildren. Sons Rick, Randy and David Wingrove attended the ceremony. Three of Wingrove's grandsons - Ben, Steven and Michael Wingrove - led the Pledge of Allegiance at the ceremony.
      Participating were American Legion Post 444 Commander Robert Custer and Adjutant Richard Bryce Cross and Color Guard members Darrell Ketelsen, Virgil "Bud" Hast, and Dave Steinkuehler.
      Latham also expressed his appreciation to Mrs. Russell Brasel for her contribution. He noted that the Brasel building is an outstanding asset to the community.
      Latham, who resides in Alexander and is serving his fourth term in the U.S. House, presented a video on the Korean War, "Freedom is not Free."
      In his remarks, Latham said he hoped that the Korean War, in which 54,000 Americans gave their lives, would never again be referred to as "the forgotten war." While some labeled the fighting in Korea as a "conflict," Latham said it was "not a conflict, it was an all-out war."
      Although the Korean War ended in a truce, Latham said Korean War vets need only look at the quality of life in the Republic of Korea and communist North Korea to know that their efforts have "truly made a difference for millions and millions of people."
      Latham said he is determined to see that veterans receive every medal "they have coming to them." He said honoring veterans like Wingrove is a "No. 1 priority." "I am very proud of you," Latham told Wingrove. He said he was honoring all veterans with his presentation to Wingrove.
      Wingrove accepted the medal in modesty and noting the beautiful spring day, said "We'd probably all rather be out fishing."
