COUNCILS: REEVES AND COUNCILLORS- 1850-1900-1992

 

The first thing that really held my attention was the penmanship of the recorder of the minutes of the first records of council.

I am sure they were written with a quill because of some feathery marks on the paper, beautiful penmanship! All names were in full with no abbreviations whatsoever. I have listed a few things that were discussed and carried in those first years of council.

I discovered I was easily side tracked to ready every detail instead of recording the information needed.

 

The first meeting re: Council was Monday, January 21, 1850 at School Section No. 4. In agreement with Section 24 of the Provincial Act 12 Victoria Chapter 81, the undermentioned Councilors were: Angus Cameron, John Grant, John Laughlin, Ronald MacDonell and James MacRae, for the purpose of electing a Town Reeve and proceeding with other duties of Township Council. It was proposed by John Laughlin and seconded by John Grant that Angus Cameron be appointed Town Reeve. The motion was carried unanimously. The council then adjourned to Hitchcock’s Inn. The Township Clerk for the past year then proceeded to administer the Oath of Office as authorized by Section 128 and 127 of the Municipal Act to the Town Reeve. The Town Reeve then proceeded to administer the Oath of Office to the Township Councillors.

I, Angus Cameron do solemnly swear that I will truly, faithfully and impartially to the best of my ability execute the office of Township Reeve to which I have been elected in this Township and that I have not received and will not receive any payment or reward or promise of such for the exercise of any partiality or malversation or other undue execution of said office.

It was moved by R. Macdonell seconded by J. Grant that the council do now adjourn till Monday the 4th of February next at 10 o’clock and that the future meetings be held here at Hitchcock Inn.

District Councils first formed previously January 1, 1842- December 1849. The Town Reeve handed over to the council several copies of the printed minutes and By-Laws of the District Council from the commencement of that body to December 31, 1849. The salaries were paid from that monies.  Wild Land

First Township Clerk was John Horne and on February 6, 1880 (transcribers note: I believe this yr should read 1850 rather than 1880) Michael Baker was voted in as Clerk by Council, John Dawson Township Treasurer and Rev. Madden as School Superintendent. Rev. Madden unable to accept so it was moved and seconded that Mr. I.S. Henderson Supt. Of Schools for the City of Kingston be appointed. The following other appointments were made Feb. 7 1850.

 

Pound Keepers: George Grimshaw, Thomas Sluman, Nathan Patson, Hugh Macdonell, John Larken, Asel Cooke and Patrick Macdonald-to provide a good and sufficient pound, near if not enclosing a good supply of water, this Council will use all lawful means, to render all good and well kept pounds of firmament. John Dawson to be Township Collector for the current year- March 12, 1850. School Section No. 2 to be at the rear of the old Survey near the line between the 3rd and 4th Concession.

Garden Island, Simcoe, Horseshoe and the upper end of Wolfe Isalnd from the 1st Concession, all the old survey to the West leading from the North Shore between the property of Mr. Crane and that of H.R. Macdonell, & keeping west of No 2, 5th Conc. North of the Base Line.

 

Ward No. 2

From the line between the 4 &5 Conc. To the line between the 6th & 7th Concession and from where the said line intersects the Turnpike north of the Base Line, the division line or limit shall be the Turnpike north to the waters edge.

From the line between the 6 & 7th Concession to the line between the 8 & 9th Concessions.

During this era the CANAL BRIDGE WAS MENTIONED MANY TIMES IN NEED OF REPAIR. For the people who do not know where the Canal Bridge was located, It was a bridge that was used for water traffic where the highway 96 branches off to the Dawson Point Dock.

It was well used at that time for ships from Canada to United States and visa versa. Also a main shipping channel was between Wolfe Island and Simcoe Island called the Bateau Channel. As a child I watched the ships go by our home.

In 1904 a new boat was purchased for Wolfe Island.

It was named Thomas Fawcett, but, shortly after arrival the name was changed to: “The Wolfe Islander”.

1946

A new beginning with our boat transportation. In November our new boat arrived. Wolfe Island II. Previously our Wolfe Island I was condemned and there were barges being used for transportation to Kingston and back. These were barges that had been used during the war.

I was married in November of 1946, we traveled to Kingston that day on a barge and three weeks later our new boat arrived.

I would like at this time, to put a little history, in here, about our new names on the Council.

Gordon Roney was a boat builder, he built motor boats that are still being used to-day.

Clare Cummins-commonly known as Curly had a restaurant in the village situated by the Town Hall. It burned down in 1946. The restaurant and 2 other houses burned to the ground that night. One house belonged to Dan LaRush (Constable) and the other to McDermotts.

After the fire Curley’s son Howard and three other Islanders Clarence Adair, and two Alarie boys drowned while trying to cross over to the Island from Kingston in an overloaded rowboat. It was March 18 and we had no ferry transportation at that time. During the winter we had no ferry once it froze over. Only the daring traveled.

Due to amalgamation throughout the Province of Ontario as of January 1, 1998 “The Township of Wolfe Island” is no longer an individual Township and as a result of amalgamation Wolfe Island and Howe Island are joined as one Township and the new name is “Frontenac Islands”.

An election was held in November 1997 to elect a Mayor from Wolfe Island plus (3) three councilpersons from Wolfe Island and (3) three Councilpersons from Howe Island.

Patrick Norris, Michael Garrah & Paul Besseau

Clerk Treasurer Terry O’Shea

 

The final meeting of Township of Wolfe Island Council was held December 22, 1997 in the Town Hall at 7:30p.m. Present: Reeve Jan Hasselaar, Deputy Reeve Albert Woodman, Councilpersons: Wayne Grant, Jim Hulton, Margaret Woodman and Clerk Treasurer Terry O’Shea plus invited guests from former councils and their spouses.
