To encourage migration, particularly of the working class, assisted migration was proposed and when this was tied to sales of land in the colonies, provided a way to rid excess British population at no cost to themselves. From 1831-1851, 100,000 arrived in the colonies through assisted immigration and by 1851, the percentage of convicts had fallen. Convicts comprised only 1.5% of population, emancipists 14% and free immigrants 41% .
