Clempson Moore is believed to be the son of Isaac & Elizabeth (Cook) Moore and was born about 1838 in Harrison Co., Ohio where in 1850 he was living in North Township. In 1860 census records indicate he was living in New Philadelphia, Tuscarawas Co., Ohio and was mustered in at Camp Meigs by Capt. Belknap in September of 1861. He served as a 2nd Class Musician for the 51st Ohio Volunteer Infantry in Companies F & D. In August of 1862 he was discharged and may have been living in Stark Co., Ohio in 1870 where he was listed as a hotel bartender in a hotel owned by John & Rebecca Combs. Enumerated with his was 22 year-old Elvira and nine month-old Morris who was born in September of 1869.

In 1880 a Clempson Moore was residing at the Richmond Hotel owned by Job & Sarah Richmond which was located on West High Street in New Philadelphia.
