It started off as several smaller cities (e.g. City of London, City of Westminster, etc) that were amalgamated as the population grew and spread outwards. The city spread into neighbouring counties - Surrey to the south-west, Kent to the south-east, Essex to the north-east, and Middlesex to the north-west. As the city spread further, the entire county of Middlesex became incorporated into Greater London so that presently the counties that lie to the West and North of London are Buckinghamshire and Hertfordshire respectively.
