This is not a son of James Monroe Shiver(s) but the baby son of Benjamin Shivers. The history of this family has either been doctored, incorrectly stated or confused leading us to an area that may be the source of conflict in the family scattering.
It is possible that on the death of Benjamin Shivers when his wife Nancy Elks Shivers took only the youngest child James Benjamin Franklin Shivers he may have been raised by James Monroe Shivers but I seriously doubt that he is really the child of James Monroe Shivers. Deeper research is needed here because the other children of James Monroe Shiver are found using the name Shiver without the (s) in later census documents so here is another issue to research.
