William and his wife must have emigrated as newly-weds just prior to 1678 when their first child was born in Virginia, settling in St. Stephen's Parish in the County of New Kent.

Among the executive papers of the Colony of Virginia of 1683 there was found in 1928 a "Petition of the Inhabitants and Householders of St. Stephen's
Note:
Parish in the County of New Kent" (Virginia). "To the Rt. Honorable Sr Henry Chickeley, Kt, His Majesty's Deputy Governer and Capt Genl of Va and to the Honorable Council of State" asking for permission to elect a new vestry. Sir Henry acted
as Deputy Governer from 1678-1680 and from Aug. 1680 to Dec. 1682. From this it can be inferred that the petition was signed before 1683. This petition was signed by "William Holcombe" and in his autograph we can see the good penmanship of a
well educated man.
Note:
In 1682, New Kent was a county of far-flung frontiers which was more populous in the east than it was in the west. In that year it held 1,802 tithables making it the second most populated county in Virginia. Tithables in that period
represented about 37% of the population making New Kent's total population about 4,870, no children under 16 being tithables.
