Streets Precinct Four

Well, Precinct Four looks like a hodge-podge! Many of the streets included don't make sense. There are also Aves, when they should be roads, streets, etc. I started to make note of the "should be", but decided against it. Unfortunately, there was no map distinguishing the boundaries.
