Louis II 'The German' was the third son of Emperor Louis I 'The Pious' and Ermengarde. He was the ruler of Eastern Francia from 817 until his death. Emperor Louis I divided his kingdoms between his sons in 817 and Louis II received Bavaria and the neighboring lands.

He married Emma, the sister of his stepmother Judith. Judith's efforts to secure a kingdom for her son Charles the Bald, caused many quarrelsome times with the other brothers. Louis I died in 840 Louis' brother Lothaire I claimed all of the empire. Louis and Charles the Bald defeated him at Fontenoy in June 841 and with the help of 40 representatives for each brother, they arranged boundaries for their kingdoms. Thus the Treaty of Verdun was drawn and signed in August 843. Louis received most of the lands of the Carolingian empire east of the Rhine and the district around Speyer, Worms, and Mainz. He also had Bavaria and made Regensburg his capital.

Louis II very well could be known as the Founder of German kingdom. Synods and assemblies were held where laws were decreed for the betterment of church and state.

The kingdoms were divided again in 855 when Lothaire II died and then divided again upon the death of Charles the Bald. His sons caused uprisings and revolted against him.

Louis II dies on 28 September 876 as he was preparing for war. Louis was thought to be the most competent of Charlemagne's descendants. He was able to give his kingdom a high amount of Security in the face of the attacks from the Normans, Hungarians, Moravians and others. He was very willing to become involved in the schemes for the conversion of his heathen neighbors. He was very generous to the Church in which in lived in close alliance.
