Lothaire was the eldest son of Emperor Louis the Pious and Irmengarde, daughter of Ingeramne, Duke of Hesbaye.

In 817, Louis divided his empire between his sons. He crowned Lothaire joint emperor of Aix-la-Chapelle in Aachen and gave him superiority over his brothers. He married Ermengarde verch Hugues in 821 and took the Italian government in 822. Pope Pashal I crowned Lothaire on 5 April 823 in Rome. He formed a statute in 824 concerning the relations of the pope and emperor which reserved the supreme power to the secular potentate. He also issued various ordinances for the good of the government.

Lothaire was in frequent battle with his step-mother, Judith, as she was consistantly scheming to secure a kingdom for her son Charles the Bald.

Louis sent the emperial insignia to Lothaire in 840 just previous to his death. Lothaire claimed the entire empire. His brothers retaliated. A battle was fought against his brothers at Fontenay on 25 June 841 in which Lothaire was defeated and he fled to Aix. Then in 842 the brothers met on the island of Saone and finally agreed to an arrangement for peace. The Treaty of Verdun was finally signed in August of 843. Lothaire received Italy and the imperial title as well as the land between the North and the Mediterranean Seas. Soon afterward he left Italy to his eldest son, Louis.

He became very ill in 855 and was in a state of despaire. He renounced his throne and divided his lands between his three sons. On 23 September he entered the Monastery of Pruem and died six days later and was buried there.

Louis II received Italy and the title of Emperor. Lothaire II received Lothingia. Charles received Burgundy.
