Baldwin was a pirate out of Carisbrooke and he seized Exeter, and was then driven out of England to Anjou. There he joined with Empress Matilda and her fight to become Queen. When she established herself in England she made Baldwin Earl of Devon. Baldwin founded Quarr Abbey in the Isle of Wight. Other monasteries founded by Baldwin were the priory at Breamore, Hampshire, and the Priory of St James, at Exeter.
