     Frances grew up in Shreveport, LA, attended the public schools there and graduated from C. E. Byrd High School on the corner of Line Avenue and Kings Highway. She was the mother of a child with mental retardation, and, with her husband was extremely active in the Association for Retarded Citizens on the local, state, and national levels, especially in the Associations efforts to provide educational and employment opportunities for persons with mental retardation, and to seek public schooling for children with mental retardation. She was a life long member of the Presbyterian Church in Shreveport, and active in the Dunlap Presbyterian Church for most of her adult years. She was particularly active in the choir.⁴
