'Soulard/Turner Connection' was written by [the source's] father-in-law's 3rd cousin on the Turner side back in 1989. He has quite a bit of Missouri Historical society and family papers that he used to piece the information together for the time after Jean Gabriel Cerre moved down to the St. Louis area.
In 1755, Jean came to Kaskaskia.

"CERRE (Sere, Serre), JEAN GABRIEL, merchant; b 12 Aug 1734 in Montreal (Que), son of Joseph Serre and Marie Madeleine Picard; m 24 Jan 1764 Catherine Giard, daughter of Antoine Giard, in Kaskaskia (Ill), and they had four children; d 4 Apr 1805 in St Louis (Mo).
"By the mid 1750's Jean Gabriel Cerre was in the Illinois country as a merchant. He established himself at Kaskaskia but apparently retained close personal and commercial ties with his birthplace. His eldest daughter married Montreal notary Pierr Louis Panet, and Cerre made periodic visits to the city throughout his career. He shipped goods from there to Illinois in 1767, 1775, and 1777 and, since the regions had close economic links, probably in other years as well. He dealt in the usual trade goods, including guns and ammunition, cloth, tobacco, and metal objects. It would appear that he was not just a storeman; he spent the winter of 1776-1777, for instance, among the Mascoutens and Kickapoos.
"Cerre became a leading merchant and member of the Illinois communit in a turbulent era of history. His behavior during the many regimes through which he lived suggests that he believed strongly in the importance of obeying established authority. In the year 1764 to 1778, when the British ruled the area, he seems to have conducted himself correctly. Even in 1777 and 1778, when Bristish control was being undermined by American agents, he upheld the authority of the administrator, Philippe Francois Rastel de Rocheblave. It has been suggested the Cerre's loyalty was encouraged by the threat posed to his business by American competitors who were invading Illinois. Whatever the case, after George Rogers Clark seized the region for Virginia in the summer of 1778 Cerre recognized the fait accompli and vowed to be a "good and submissive subject". On the promise of future repayment he used his credit to buy supplies for Clark's men, and he rented his forge to the Americans as well.
"Virginia established civil government for the conquered territoy in December 1778, and the following May Cerre allowed himself to be elected justice of the peace for Kaskaskia and district. By the terms of their commission he and the other JPS could also sit as judges of a county court with jurisdiction in civil and crimianl cases. The law which they were to interpre was basically French with some modifications from Virginia practice. Cerre was not a legal expert; concerning his later description to Congress of the judicail system under the French and British regimes, historian Clarence Walworth Alvord has stated that he showed "a surprising ignorance" of the subject. He appears, however, to have been an honest man whose opinions were respected in the community.
"... By the autumn of 1779 the Americans were employing coercion to get supplies. The result was an emigration, particularly by the more prosperous residents, across the Mississippi to Spanish territory. Cerre had accumlated considerable property on the west bank around St Louis and Ste Genevieve by the 1770's, and in late 1779 or early 1780 he moved to St. Louis.
"Under Spain's rule, his business flourished and he was soon the wealthiest man in the vicinity. His daughter Marie Therese married Auguste Chouteau in 1785, a union that brought together the community's two leading merchant families. His son Paschal was later employed by the Americans as a secretary and interpreter to Indain treaty commisions. Cerre recieved several land grants from the Spanish authorities. He had a house in town, a country property, and a stock farm; in 1791 he owned 43 slaves -- far more than anyone else in St. Louis. A grant in 1800 referred to him as "one of the most ancient inhabitants of this country, whose known conduct and personal merit are recommendable." His acquaintance with change had not ended, however. During the next few years Spanish Louisiana was ceded to France and then purchased by the United States. Thus by the time of his death in 1805 Jean Gabriel Cerre had experienced no fewer than six regimes; despite these upheavals he had managed to become one of the most prosperous merchants in the Mississippi Valley."

Antione joined the French Royal Navy. He wasn't nobility so he had to earn his commission as an officer. He did this in 4 years. This is where he received his experience in military engineering and surveying. The French Revolution broke out in 1789. In 1793 King Louis XVI and Queen Marie Antionnette were guillotined. In 1794 Antione was successful in boarding a ship bound for America. It is assumed that he learned while on the ship that there was a sizable French colony at St. Louis. He took a horse to Pittsburgh and sold it to pay for passage down the Mississippi to St. Louis. He went straight to the post commander who happened to be looking for a surveyor. At that time St. Louis was only 1200 people out on the edge of the frontier. Defense and land surveys were two pressing problems for Governor Trudeau and Antione filled both. He quickly became well known in the area. Antione was the land surveyor for the area and was one of the ones that signed the Louisiana Purchase and Marie Julie ended up donating some land to the city for the city market. The area has since become the Soulard Historical District. It is supposedly right on the Mississippi River at the base of the "Gateway to the West" arch. There is quite bit on him in the Missouri Historical Society.

It only gives the number of persons male or female..."
"The other Paul* must be either the one I found on the 1831 census or his son Paul Jr. who married in 1850. This "other Paul" married to Marie Monet was a second cousin to your Paul. In 1853, there was the "Application for Land" with X signature for Father Paul Picard, and son Joseph Picard. Over time and several papers, it evolved into Deed of Sale for that land by Joseph Pecore, and his wife Mary Pecore, who both signed their names, dated 8 August, 1871. Also, from 1874, there is a letter by Mr. McNabb, the Crown Lands Agent in Southhampton, ON, stating that Paul Picard bought two parcels of land, gave one to son Joseph, and one to son Antoine, who did not prove his land, but returned to Chateauguay, Quebec after a short time. ... my brother was able to secure the work of ... She went through many many records in Chateauguay, Lachine, and Montreal, which went back clearly to Hugues. She found the female lines early on, and some early plats showing property belonging to family, even an article and photo of an old (now restored) house in Lachine.

The baptisms of Paul's children came from the microfilmed registers of Chateauguay. On those baptismal certificates, Paul is listed as a farmer (1821-1825, 1830) and as a laborer/day laborer (1828-1833, 1843). Paul declared on documents that he could not sign. The letter also comments on the information about Paul's purchase of land that he gave to his son Joseph. The application was dated 4 April 1853: "Application to Occupy... in name of Paul Picard, by hand of Joseph Picard..." The letter notes that Paul could not write, but apparently Joseph could. Joseph at the time would not have yet been of legal age (20 years) so he could not apply on his own for land. Then on 6 Jan 1855, there is an assignment by Paul Picard to Joseph and Antony Picard for the land.

"The marriage certificate state that she [daughter Judith] is the major daughter of Paul Picard and Marie Louise Mallet residing in the Unites States." Her parents were not present at her wedding. Marie Louise is not listed as deceased, either. The letter write[r] comments that the family must have moved to the US when Joseph was quite young. Possibly to St. Lawrence Co [NY], and that may be why Joseph thought he was born there.

Joseph died at age 80. A descendent, Mildren Picard related information about her family in 1973. The source recorded it thus: "My great grandfather Louis Picard, had a family of 5 children, but have no dates as to where or when they were born, married, or died. But knowing that one of their sons, Leander, came from Montreal, to Detroit, and being French, it can be assumed that Louis could have been born in France, and that his parents migrated, when he was young, to Montreal. We definitely know they were early Detroit settlers. We also know that Louis was a wood carver, -carved, by hand, the alter-rail and pulpit in old St. Anne's Church, which was destroyed by fire, (have no date on this fire, but surely it can be obtained from early history books on Detroit, from the public library). Evidently this ornate carving in grape design, was not destroyed in the fire, for in 1951 it was till in use in the rebuilt St. Anne's church on the present Howard Street site, in Detroit, MI. Most of the information has been obtained from my father, Joseph Picard, as it was orally given to me to record, and as best he could remember, and when I was in my late teens, probably between 1915 and 1920." (my NOTE: the reference to Louis must be Joseph.)
