Samuel Pepper was born circa 1723 in King George County, Virginia. His ancestry is unknown. Samuel was a servant boy to Bryant Obannon in 1737. He moved to Prince William County, VA in 1742 and to Fauquier County, VA in 1759. He owned land around Marshall, Virginia. Samuel married Elizabeth Ann 'Lady' Holton about 1750 in Virginia. Samuel moved most of his family to Mason County, KY in 1794. His son John moved to South Carolina and his son Elijah moved to Woodford County, KY.

Samuel is recognized for his patriotic service during the Revolutionary War. He provided 750 pounds of beef for the troops in VA. His service is accepted by the DAR. Samuel died circa 1799 in Mason County, Kentucky.
