Priscilla would have only been 13 years old at the time.  According to the Deptatment of Internal Affairs Family Record Research information pamphlet, the minimum age to marry age prior to 1933 was 14 years for males and 12 years for females. From 1933 it was raised to 16 years.

At some stage after 1860 Richard Bell dies.  In 1873 Priscilla remarried Giovani Togne.

Writes a letter to her sister Elizabeth on 23 July 1873 from Hepburn, Old Racecourse, Jim Crow.
Dearest sister, you might think me very neglectfull in not writing before but I am sure you will excuse me when you hear of all the trouble we have gone through and it is with great feelings of sorrow I have to inform you of my dear fathers death, he suffered a great deal but he died suddenly, at last.  I received a telegram at 12 o'clock but didn't get there til 6 o'clock in the evening, but he was gone ten minutes after the telegram reached me.  My both brothers were there before me.  We all took it very much to heart, but knew our dear father was gone to Heaven.  Dear sister I hope you won't grieve to much but think of dear fathers prayers.  I hope we will all meet him in the better land.  My mother has been there for a fortnight, but she has gone to Sandhurst, as our brothers wife, Joe's wife, will soon be confined.  So I conclude with all our love to you, my dear sister I have to inform you that I am lately married again to an Italian.  Now I hope I will be more comfortable in future.  My dearest sister,I hope this will find you and all your family in good health.  I conclude with my love to you all and I remain your affectionate sister
Priscilla TOGNE.
