He continued the practice of law at Greenville until 1872, when he removed to Montgomery, where he has since resided. Colonel Herbert was first elected to the Forty-fifth Congress, and has been re-elected seven times, so that he was, when appointed Secretary of the Navy, about to enter upon his fifteenth continuous year in the National House of Representatives. He is known as a profound thinker, a forcible speaker in debate, and one of the few men in Congress who could be assigned to any kind of work with the assurance that it would be accomplished promptly, intelligently and thoroughly. He is particularly qualified to perform the duties of the high position he now occupies, and he enjoys the confidence of the administration, as well as the respect of all who have been associated with him in his public life.
