Jacques was a native of Paris, as stated in the marriage contract at Notre-Dame of Québec on July 26, 1658. His father was Yves Bernier, married to Michelle Treuillet, an administrator to the Parliment of Paris.
Not much is known of the family in France, but through many of his dealings it appears he had amassed some money and had received a good education.
When Jacques was married in 1656 at the govenor's house, the govenor was a witness.
This the priest's account of the wedding.
"On July 23, 1656, all marriage requirements having been met, I Jerôme Lalement priest of this parish, have married Jacques Bernier, son of Yves Bernier and Michelle Treuillet of the parish of Saint-Germain de l'Auxerrois of Paris and Catherine, of the parish of Saint-Laurent of Paris, at the home of the Govenor, Honorabe Jean de Lauzon, govenor of New France and Lord of Auteuil."
After his marriage in 1656, he moved to the Île of Orléans, where he lived until 1674, after which he moved to Cap Saint-Ignace, Québec.
On October 15, 1683, at the age of 50, Jacques was named Lord of Saint-Joseph at the extreme west of Cap Saint-Ignace.
