John Penn, lawyer, statesman and member of the Continental Congress, was a delegate from North Carolina and was a Signer of the Declaration of Independence from North Carolina born in Caroline Co. VA, May 17, 1741.


One of the three men, during the Revolution, upon whom were conferred all war powers for North Carolina. In addition to these services, John Penn had, along with John Williams and Cornelius Harnett, ratified the Arthicles of Confederation for North Carolina.


"History of Caroline County, Virginia" by Wingfield: His father Moses Penn died when he was eighteen years old, and John had very little formal schooling. After his father's death, he inherited a good estate, and being serious minded he studied law on his own using his Uncle Edmund Pendleton's excellent library. He was admitted to the bar when he was only twenty-one years old. His mother, Catherine was the daughter of John Taylor, a prominent and influential family. After practicing law in Va for about 12 years, he moved to North Carolina.


At great cost to himself, he accepted the responsibitlies, he perfomred not only legislative dutues but had to act as finiancial and purchasing agent, reporter and responsible to tie the remote colony to the life of the new nation. Because the work was so difficult many resigned. Penn was left the sole member of the three who signed the Declaration of Independence for North Carolina. Part of the extra responsibility resulted from Penn's membership on the Board of War whose other members were inactive. Penn had to do the major portion of the work.


He was an admiable and discreet man who worked with efficiency and judgment. Only one episode of his life indicated trouble with a fellow congressman. Henry Laurens of South Carolina, and Penn became involved in some difficulty and Laurens challenged Penn to a duel. Arrangements were made for the duel, but both men boarded at the same place. So when the morning of the duel came they ate breakfast together and started out to the duel site. (a vacant lot opposite the Masonic Hall on Chestnut Street in Philadelphia). On the way the men had to cross a deep slough at Fifth Street. Penn offered to help the older man across; Laurens accepted the aid. Penn then suggested that they abandon their foolish plan to duel, and Laurens agreed to forget their differences.


John Penn's character, his energy, his keen mind, and his loyalty were all used for the benefit of North Carolina and the new nation. At the age of forty-six he died in Granville County, 14 Sep 1787. He was buried near Island Creek, but his remains were moved to Guilford Courthouse National Military Park in 1894.


John Penn died in Sep 1787, in Granville Co. NC and was buried at the home place near Island Creek in Granville Co. In 1894 his remains were reinterred at Guilford Battle Ground, but the remains of his wife were left, and the John Penn Chapter has arranged to mark her grave with an appropriate stone. Near the site of the old Penn home is the historical John Penn spring surrounded by heavy woods.

states his birth was May 6, 1740; others say May 17, 1741, the difference probably results from the calendar change since the time of his birth.


He moved to Granville Co. NC in 1774 He was m. to Susannah Lyne . Their dau Lucy m. the famous John Taylor of Caroline (famous Col in Rev) only other child was William who d. unm. (Granville Co. Hist. Soc.)
