Baxter is a Scottish name, equivalent to the English name Baker. Baxters were in nearly all the colonies, John Baxter from PA founded the York Dist. SC line; James who received a grant of land on Little River in 1735 was the first of the Georgetown Dist. line. His son Charles was a vestryman and leader in the Episcopal Church.


Rev John Baxter founded the Williamsburg Dist.line. He received his education in Scotland and soon became prominent in civic as well as church affairs.

Encyclopedia of Virginia Biography, Volume II, I--Fathers of the Revolution: George Gilmer was a son of George Gilmer, a graduate of the University of Edinburgh, who migrated to Virginia early in the eighteenth century and settled in Williamsburg, where he successfully combined the vocations of physician, surgeon and druggist for fifty years. His mother was Mary Peachey Walker, sister of Dr. Thomas Walker, the distinguished explorer. George Gilmer, the son, went to William and Mary College and afterwards studied medicine at the University of Edinburgh, and after graduating, practiced his profession first in Williamsburg, and afterwards in Albemarle county, to which he removed. He was lieutenant of an independent company in 1775, and served in the convention of May 6, 1776, as alternate to Thomas Jefferson, who had been elected to Congress. In this body he was a member of the famous committee appointed May 15 to prepare a declaration of rights and state constitution. He married his cousin, Lucy Walker, daughter of Thomas Walker, and was father of Francis Walker Gilmer, an accomplished scholar and writer, and grandfather of Hon. Thomas Walker Gilmer, governor and secretary of the navy. He died at "Pen Parke," Albemarle county, in 1795.

The handwritten transcription is in the "Commonplace Book" of George GILMER, which is in the possession of the Virginia Historical Society. The VHS library's catalogue card with this item reads: "Mss5:5 Gilmer, George, 1743-1795. Commonplace book,
G4213:1 1775-1820. (Card 8)" The card indicates that the declaration appears on pages 162-164. Thus, the names appended to the Gilmer copy of the declaration are not the actual signatures of the subscribers, but rather transcriptions of the signatures, apparently made by Mr. Gilmer; that is, all of the names are in the same handwriting. As noted below, George Gilmer is the first-listed signer of the declaration.]
