OLYMPIA - Richard Casad, a member of the state Utilities and Transportation Commission since 1985, died yesterday of lung cancer. He was 65.

Mr. Casad, one of three commissioners regulating public utilities, died at Virginia Mason Hospital in Seattle, said Marilyn Meehan, a commission spokeswoman.

Fellow commissioners and their staff "felt Mr. Casad always brought the highest degree of concern and fairness to protecting the ratepayers. He was fair to the companies, but he always had the consumers' interests at heart. He will be hard to replace and sorely missed," Meehan said.

Mr. Casad was born Nov. 8, 1928, in Yakima. He attended Bremerton public schools and was a Washington State University graduate. He worked for the Office of Naval Intelligence and later for the U.S. Senate as an investigator.

He worked for the Bonneville Power Administration before being appointed to the commission by then-Gov. Booth Gardner.
