HON. JO. G. CARRIGAN is an attorney at law, of Fayetteville, Tenn., and son of
Hiram and Fannie
(Randolph) Carrigan. The father came to the United States with his parents when a small lad, and lived,
first in North Carolina, and then in Alabama, and finally, in 1854, came to Lincoln County, Tenn. He was
a blacksmith by trade, but for the past ten years has lived retired from active business life. He and his
wife became the parents of five children, four of whom are living: W.
R. who is a teacher and farmer), Susan
(Mrs. G. W. Higgins), Josie (widow of A. W. Bonds), and
Jo. G., our subject, who was born in Madison
County, Ala., September 7, 1835, and received his education at Hew Hope Academy, Marshall County, Tenn.,
and Sulphur Springs Institute, Lincoln County, Tenn. He worked at the blacksmith's trade about six years
and then entered the teachers' profession and taught one year. In 1858 he purchased a few law books and
began his legal studies, being obliged to struggle along as best he could without the aid or instruction
of other lawyers. He was admitted to the bar in 1858, and the same year became editor and proprietor of the
Messenger at Lewisburg, but at the end of one year began the publication of the Union, at Shelbyville,
Tenn., which he continued until the breaking out of the war stopped further business. In May, 1861, he
enlisted in Company G, Eighth Regiment Tennessee Infantry, Confederate States Army, and participated in
the Cheat Mountain campaign (of which he has written a full account) and the battle of Perryville. In
January, 1863, he was transferred to the quartermaster's department, but in December of that
year was discharged, owing to the failure of his eyesight. In August, 1865, he was elected to the State
Senate, and served on several important committees.
His speeches on the elective franchise bill and the restoration of the people of Tennessee to the control
of the State government attracted much attention. He moved to Fayetteville in 1867, where he enjoys the
confidence of a large clientage and his brother attorneys. December 22, 1858, he was married to
Fannie Higgins, who was born in Lincoln County in 1838 and has borne her husband two children:
Emma (Mrs. A. M.
McGlaughlin) and Beulah.
Our subject is a fluent and ready speaker and an earnest advocate and safe
counselor. He advocates the principles of the Democratic party, and is a member of the Christian
Church. His wife belongs to the Cumberland Presbyterian Church.

[p.667] JUDGE JOSEPH HIGGINS.
Judge Joseph Higgins, now engaged in law practice in Nashville, served for eight years as a
member of the court of appeals of Tennessee, having been elected to that high office in 1910.
His record as a lawyer and jurist is a most commendable one and reflects credit and honor upon
the state that has honored him. Judge Higgins was born in Lincoln county, Tennessee, May 13,
1873, and is a son of George W. and Susan (Carrigan)
Higgins, who were also natives of Lincoln county. At the time of the Civil war the father became captain of Company G, Eighth Tennessee
Regiment, and served practically throughout the period of hostilities. He was an attorney, who
began the practice of his profession in Fayetteville, Tennessee, and for many years he was
regarded as a representative and honored lawyer. After the war he served for several terms in
the state legislature and did much to mold the laws of the state and establish public policy.
At the time of his demise he was serving as county judge of Lincoln county, where he had
resided throughout his life. He passed away October 25, 1897, and for several years was
survived by his wife, who died in January, 1909.
Joseph Higgins was reared and educated in Lincoln county, where he attended the public schools
and then took up the study of law in his father's office and under his direction. He was
admitted to the bar in June, 1893, when twenty-one years of age and afterward located for
practice in Fayetteville, Tennessee, where he remained for nine years. During that time he also
served as city attorney for several years and afterward was elected circuit judge of the
seventh district, being at the time but thirty years of age and the youngest judge ever elected
to that judicial position in Tennessee. He served for eight years upon the bench, having
jurisdiction over the district that comprised Lincoln, Moore, Coffee,
DeKalb, Van Buren,
Grundy, Bledsoe, Rhea and Warren counties. His entire record was in harmony with his course as
a man and as a lawyer, being distinguished by marked fidelity to duty and by a masterful grasp
of every problem presented for solution. In 1910 he was elected a member of the court of
appeals of Tennessee and served upon the bench of the higher court for eight years. During that
period he published each year a volume of the decisions of the court now known as Higgins
Reports. He also contributed to the law journals and he wrote and published a book on legal
subjects. During his early youth he had been editor of a paper at Fayetteville, in which
appeared his writings, including both poetry and fiction. His versatility has long been
manifest but it is as legist and jurist that he is most widely known throughout the state, his
entire career reflecting credit and honor upon the public that has honored him. Since his
retirement from the bench in 1918 he has engaged in the private practice of law in Nashville
and is recognized as one of the members of the Tennessee bar of pronounced ability.
In January, 1893, Judge Higgins was united in marriage to Miss Mary
Hill, a daughter of James B. and Margaret (Bearden) Hill, who were natives of Lincoln county, Tennessee. Her father was a
veteran of the Civil war, having served throughout the period of the conflict. In days of peace
he was a jeweler, conducting a store in Fayetteville during the greater part of his life. He
passed away in March, 1892, having for a considerable period survived his wife, who died in
1886. Judge and Mrs. Higgins became parents of two children: Jimmie, the wife of
Charles F. Bagley, vice president of the First National Bank of Fayetteville, Tennessee; and
Joseph, Jr., who is now a member of the bar at Atlanta, Georgia, where he is practicing successfully.

H. C. HIGGINS is a son of Owen W. Higgins, who was of
Scotch descent, born in Kentucky in 1802. He came to Lincoln County, Tenn., in 1806 with his father, and
eventually became the owner of 200 acres of land, about five miles from Fayetteville. He was married
about 1824 to Fannie H. Stone, and by her was the father of eleven children, eight of whom are living:
Nancy Higgins (widow of Daniel Tucker), Sallie
Higgins (Mrs. Daniel B Shull), Mary Higgins (Mrs.
Isaac Holman), George W Higgins, a lawyer in Fayetteville;
Martha D Higgins (Mrs. James Cato), Fannie E.
Higgins (Mrs. J. E. Carrigan), Virginia Higgins (widow of Prof.
Peter Hunbaugh) and our subject, H. C. Higgins.
Their father died in 1865, and their mother, who was born in 1806, in Virginia, died in 1871. The subject of our sketch
was born near his present place of residence in 1846, and was educated in the neighboring schools and at
Fayetteville, and made his home with his mother as long as he remained unmarried. December 22, 1868, he
wedded Fannie Stone, daughter of L. L. Stone. Mrs. Higgins was born in Lincoln County, and has two
children: Berry Owen Higgins and Julia Higgins. Mr. Higgins and wife
own 488 acres of land, and have a beautiful and comfortable home. Mr. Higgins is a man of good
business qualities, and in politics is very conservative, casting his first presidential vote for
Seymour and Blair. He is a member of the I. O. O. F., and he and wife are members of the Cumberland
Presbyterian Church.

My Higgins ancestors went to Lincoln Co. TN from KY in the early 19th century. My particular line came from
Owen W. Higgins son of James Higgins 1778-1888 and Nancy Higgins (his cousin) 1783-1820;
Owen W. Higgins (no dates) m Frances Hopkins Stone 1804-1872; one of
their children was Frances (Fanny) Higgins 1836-1900 who m Joseph Gilbert Carrigan 1834-1900; one of their
two daughters Emma Carrigan 1860-1953 m Andrew Martin McLaughlin 1854-1916; their oldest son
Joseph Martin McLaughlin 1885-1927 m Laura Graham Hobbs
1887-1944. These were my maternal Grandparents. I would very much like to contact anyone else on these
family lines, but especially the Higgins line. The Higgins family business in Fayetteville,
TN. became the Higgins Funeral Home, still operating today. I have met a cousin there but he is not interested at
all in genealogy. Any help would be appreciated.
