The President has designated John E. Higgins to be Acting General Counsel of the National Labor Relations Board. He currently serves as Solicitor of the National Labor Relations Board and has served with the Board since 1964. He is a graduate of Boston College, received a J.D. from Boston University Law School and a M.S. from Cornell University

The President intends to nominate Robin L. Higgins to be Under Secretary of Veterans Affairs for Memorial Affairs. She is currently the Executive Director of the Florida Department of Veterans Affairs and served as Deputy Assistant Secretary for Veterans' Employment and Training at the U.S. Department of Veterans Affairs under former President Bush. She is a twenty-year veteran of the Marine Corps, during which time she served as the Chief Spokesperson for the Commandant and head of the Public Affairs Division's media branch at Marine Corps headquarters. She is a graduate of State University of New York at Oneonta and received a Master's from Long Island University.
