The PARISH CONSTABLE
...On Monday 15th. July 1872, a meeting took place at
the vestry of the parish church at Newport Pagnell for
the purpose of appointing surveyors of the highways ,
and for nominating Overseers of the Poor, and Parish
Constable. An adjournment was made for the remainder
of the meeting to be held at The Swan Hotel [now The
Swan Revived], when Mr. G. Higgins and Mr. J.
Shackshaft were elected as Parish Constables.

Deputy Sheriff Leonard Higgins
Adams County Sheriff's Department
Deputy Sheriff Higgins, while riding his motorcycle in
the rain on October 11, 1923, ran into a beet truck
and was thrown into the road. Higgins was knocked
unconscious, and while lying in the road, he was run
over by a car then a heavy truck. He was transported
to the hospital, but died soon after from a skull
fracture and a crushed chest.

Gwinnett County her entire life and is devoted to her

Police crackdown on antisocial behaviour

LOITERING teenagers and law-abiding shopkeepers were
the target of a four-day police operation in Tamworth
last week.
In charge of the CBD blitz, Senior Constable Mel
Higgins said the operation aimed to improve the
relationship between police and business owners while
allaying their concerns about truant youths.
Constable Higgins said the majority of the 326
business owners spoken to raised issues over the
antisocial behaviour of teenagers as young as 12, who
gather in groups around their premises and intimidate
customers.
"They are loitering in the street in groups of up to
10 and 15 and it's very off putting to passers by,"
Constable Higgins said.
"It was good to show them we can do something about
this by getting police onto the street and stopping
this antisocial behaviour by giving these kids move on
directions."
Constable Higgins said police gave out a number of
court attendance notices for street offences including
one to a teenage boy caught urinating behind the
Westpac Bank.
"A lot of these kids are known by police and those
hanging around can actually be charged for consorting
with a felon so we gave a lot of warnings for
consorting," she said
Constable Higgins said the operation was also an
opportunity to update the police key holder's register
which gives police a contact name and number in case
of a break and enter.
She said anyone who missed out on updating their
details could collect a form from the Tamworth Police
Station.
