J. T. Higgins, born in Knottsville Precinct, Daviess Co.,
Ky., Aug. 31, 1840, is a son of John B. and Eliza (Higdon)
Higgins, His father was born at Greenbrier, Va., in 1812 and
died in November, 1882. His mother was born in Nelson County, Ky.,
and is now living with her son in Owensboro aged sixty-one years.
There were two children — J. T. and Henry, both
residents of Owensboro. Mr. Higgins came to this city with his
parents when small and was educated here and at St. Joseph's
College, Bardstown, Ky. In 1855 he commenced the study of medicine
with Dr. J. W. Compton, now of Evansville, Ind. The next year he
went into the drug store of S. J. Howard, to learn the trade of a
druggist. He was there a year and then went to St. Joseph's College
and remained a part of two years. He then returned to Owensboro and
resumed the study of medicine with Drs. J. W. Compton and J. F.
Kimbley, with the intention of becoming a physician. He remained
with them a year and a half when the war broke out, and he went with
Dr. Kimbley, as a medical cadet, in the Eleventh Kentucky Volunteer
Infantry. In the spring of 1862 he was commissioned Assistant
Surgeon of the regiment and served until October, 1864, when he was
discharged at Bowling Green, Ky. After his return to Owensboro he
was appointed Deputy Sheriff, under J. G. Harrison, and held that
office a year. In 1866 he went into the sewing-machine business,
having four counties under his supervision. In 1874 he formed a
partnership with V. P. Wells in the drug business, under the firm
name of Wells & Higgins. At the end of the year Mr. Wells retired,
J. W. Carter taking his place and changing the name to Carter &
Higgins. Feb. 1, 1876 they sold the business to J. C. Schrader. In
August, 1876, Mr. Higgins opened a store in Knottsville, but only
remained there till October, 1877. Jan. 3, 1878, he opened a store
in Owensboro on Third street, where he remained two years and then
removed to his present location, known as the Planters' House drug
store. Dec. 20, 1865, He married Kate N., daughter of
Richard S. and Mira (Riley) Windsor. She was born in
Daviess County, and educated at Louisville, Ky., and St. Francis
Academy, Owensboro. They have three children — Eloise,
John K. and Robert P. Two children, Ida M. and
Joseph, died in infancy. Mr. Higgins has been connected with the
Catholic church from his infancy. Mrs. Higgins's father died in 1818
and her mother in 1858.

Higgins Family.
Mary F. Higgins Rodes, widow of the late Dr.
William Rodes of Lexington, is a member of the historic Higgins
family of Kentucky and in the maternal line represents the
Webbs of old
Virginia and Kentucky. The successive generations of these families
leading down to her own are traced briefly in the following
paragraphs.
I. William Higgins had land surveyed for himself in
King William County,
Virginia, in 1720. He had seven sons and one daughter,
William, Moses, Aaron, Captain James,
John, Joel and Jesse. All were probably soldiers
in the Revolutionary
war. Aaron was the first to come to Kentucky, and claimed a
settlement and preemption of land for himself and his brother,
Captain James, on the South Fork of Licking River, in the year 1776.
(Fayette Preemptions, Book I, page 227-8.)
After this he went back to Virginia, but
returned to Kentucky
in 1783, with all his brothers, their wives, children and household
goods. Embarking at
Pittsburg on flatboats, they came down the
Ohio River into the Licking River, landed and built a fort
called the Higgins
Blockhouse, about 1 1/2 miles from
Cynthiana. This fort consisted of seven or eight log houses
built on precipitous rocks thirty feet high, with a strong picket
fence on the exposed sides. In this fort the Higgins brothers
lived until their preempted land was surveyed for them.
II. Joel Higgins
(1748-1807) was an ensign in the Revolutionary war in Virginia,
and after the surrender of Cornwallis migrated with his brother to
Kentucky and died in Lexington. His family consisted of his wife,
Drucilla, two sons, Richard and William, a
daughter Mildred, who married John Chinn, and a
daughter Mary, who married a Mr. Richardson.
III.
Richard Higgins (1770-1843) was born in
Caroline County,
Virginia, and migrated to
Fayette County in 1788. He died in
Lexington and
was prominent in all the affairs of early Lexington, serving as a
justice of the peace,
county surveyor and sheriff of the county, in all of which
offices he exercised a skill, fidelity and discretion which gave
universal satisfaction, and he was personally esteemed by all with
whom he came in contact. He was a soldier in the
War of 1812,
being one of those at the
decisive battle of
the Thames. His wife was Sally Allen, daughter of
Richard and Ann (Wisdom) Allen, who migrated from Spottsylvania
County, Virginia,
in 1786, to Fayette County and settled in the South Elkhorn
neighborhood.
IV. Joel Higgins, who was the grandfather of Mrs. William
Rodes, was born in 1802 and died in 1859. He was a native of
Fayette County, and was educated in
Transylvania
College. He was one of those benevolent, public spirited citizens
who always had the good of the community at heart. His old home is
still standing on High Street, where he and his wife dispensed true
Southern hospitality and where their five boys grew to manhood. He
sleeps in the beautiful
Lexington Cemetery,
of which he was one of the incorporators in 1849, and in the spot he
selected for himself and family.
His wife was Ann Louisa Gibson (1804-1881), daughter of
Rev. Randal Gibson (1766-1836), and his wife, Harriet
McKinley (1771-1837), daughter of John McKinley and his
wife, Mary Connelly, who were married, 1763, in
Cork, Ireland,
and immigrated to
Mount Royal Forge,
Maryland,
where most of their children were born. The McKinley family can be
traced to the original MacDuff of Shakespeare's Macbeth, and
belonged to a clan to which James II and many of the kings of
Scotland and the earls of Fife belonged.
John McKinley
was a captain in the Revolutionary war, and afterwards joined
Colonel Crawford's ill-fated expedition against the Indians, was
captured and killed.
Rev. Randal Gibson was the son of Gideon Gibson, who married
Mary O'Connell in Virginia, removed to
South Carolina,
but, not being pleased, remained there hut a short time. He
determined with others to join the rest of the family, who had
already settled in
Sumner County, Tennessee. They went to the Holstein country,
built flatboats, and several hundred started up the
Cumberland River,
but they were pursued by such a murderous fire from the Indians that
they were compelled to drift out into midstream and go down the
river into the Ohio,
finally getting into the
Mississippi,
and landed, quite unintentionally, at
Natchez. The
Gibsons were quite prominent in introducing Methodism into
Mississippi, and Randal Gibson was the first man to endow a college
in the vast
Mississippi territory. He gave the land on "which
Jefferson College is built in
Washington,
Adams County.
V. In the fifth generation of this family is
John Allen
Higgins, father of Mrs. Rodes. He was born in Lexington
in 1831 and died in 1880. He was educated in Transylvania College
and divided his time between his
southern plantation
in Arkansas on the
Mississippi River and his farm in Fayette County on the
Paris Pike. He married at the age of twenty-one Bertie Chinn
Webb, of Scott County, Kentucky, and they were the parents of eight
children, five daughters and three sons.

Rev. John Martin Higgins. Although the Rev. John
Martin Higgins, pastor of St. Peter's Catholic Church at Stanley,
has been known to the people of this city for only a comparatively
short period, he has already impressed the community with his
zealous and disinterested work in the cause he serves and has given
evidence of the possession of qualities which must assuredly call
forth general admiration and commendation, even from those who
differ most sharply with him theologically and politically.
Father Higgins was born at Grayson Springs, Grayson County,
Kentucky, October 19, 1889, a son of Thomas Henry and Mary (Tully)
Higgins, the former the youngest of seven children of Thomas and
Catherine (Monaghan) Higgins. The grandparents of Father Higgins
were born in Ireland, as were all of their children except Thomas
Henry, whose birth took place at Bowling Green, Kentucky. The mother
of Father Higgins was born at Louisville, Kentucky, the third eldest
of eleven children born to Mike and Anna (Lyons) Tully, who were
also natives of Ireland and early emigrants to Kentucky.
Father Higgins was reared on his father's farm in Grayson County,
where he secured his early education in the public schools. His
later literary training was received at St. Charles' College,
Ellicott City, near Baltimore, Maryland, where he completed a six
year course and was graduated June 13, 1913, and his theological and
philosophical studies were prosecuted at St. Mary's Seminary,
Baltimore, where he was given the degree of Master of Arts in 1918.
In the latter year he was ordained a priest of the Catholic Church
at Louisville by Bishop O'Donoghue, and his first charge was at
Owensboro, where he was assistant pastor of St. Stephen's Church
from June 19, 1918. to June 15, 1919. On the latter date he became
pastor of St. Peter's Church at Stanley, a very important parish,
the congregation comprising about 1,000 souls and a splendid
parochial school taught by six Sisters and having an attendance of
225 pupils enrolled in 1920. This school was
established in 1911, in which year the congregation ceased to
worship in a church house two miles south of Stanley and began to
attend their present church at Stanley. St. Peter's is one of the
oldest Catholic churches in Daviess county. It was established as a
mission and was first served by Rev. Fr. Fruhwurth. The resident
pastors have beet: as follows: Rev. Peter Thomas Faunt, 1874 to
1880: Rev. F. J. Croghan, 1880 to 1890; Rev. J. J. Abell, 1889 to
1891; Rev. Joseph Ncesen, a few months in 1892; Rev. John H. Riley,
1892 to 1893; Rev. James J. Pike, 1893 to 1899; Rev. John F.
McKearney, 1890 to 1909; Rev. Thomas F. McGuire, for a few months in
1910; Rev. Joseph Odendahl, 1910 to 1913; Rev. Richard Maloney, 1913
to 1919; and Rev. John Martin Higgins, 1919 to the present.
Rev. Fr. Higgins is a member of the Knights of Columbus and as a
citizen is patriotic and public- spirited. His sincere piety,
intense moral earnestness great industry, kindliness and spirit of
tolerance have made him beloved by his flock, prosperous in the
affairs of his parish and established in the confidence of the
Church, and have likewise gained him the good-will and assistance of
those of other creeds without which no priest considers that he has
achieved the fullness of success.

-Former Jefferson Circuit Judge Laurence Higgins dies-
-He was 1984's Judge of the Year-
By Chris Quay Courier-Journal • February 28, 2008
Louisville, Jefferson County, Kentucky

Laurence E. Higgins, a former Jefferson Circuit Court
judge for 14 years and a Jefferson County
commonwealth's attorney, has died at age 90.
Higgins died Tuesday at the Episcopal Church Home.
Higgins served as a circuit court judge from 1978 to
91, presiding over cases that sometimes came under
public scrutiny because of their sensitive subject
matter. Some of the most notable cases tried in
Higgins' court involved sexual abuse or rape.
One of his last major cases, in 1990, involved
prominent Elizabethtown physician and civic leader Dr.
Fred Rainey. Rainey pleaded guilty to sexual abuse
charges involving seven youths that happened between
1959 and 1988.
Higgins said Rainey's good reputation and a large
amount of support from colleagues and some of his
victims who asked the court to be lenient made his
decision to sentence Rainey to 10 years in prison one
of the hardest he faced.
Seven months into Rainey's prison term, Higgins
granted him shock probation. He cited several reasons,
including requests from two of Rainey's victims that
his sentence be probated.
Higgins wrote in his decision that "considering the
severe punishment" Rainey had endured and "his total
damnation by a shocked community, the court feels that
the time has come to remember that justice must be
tempered with mercy."
Higgins' decision prompted several Hardin County
residents to protest Rainey living in the county.
Shortly after, Higgins withdrew his bid for
re-election to a third term and told his fellow judges
that he was retiring. At 73, he said he had grown
weary of the workload.
Before Higgins became a circuit court judge in 1978,
he practiced law for more than a decade.
Asked about shifting from trial lawyer to judge, he
once told a reporter: "I did what I wanted to do and
made a good income. But I just felt like if I could
get on the bench, I could help the judicial system."
The Louisville Bar Association named Higgins "Judge of
the Year" in 1984.
He also was Jefferson County's commonwealth's attorney
in the early 1960s.
He served until 1964 and vowed to get rid of illegal
gambling after a number of bookmaking operations were
discovered in Louisville.
Higgins, a graduate of Male High School and the
University of Louisville, was a World War II veteran
and served in the Army Judge Advocate General's Corps.

KENTUCKY SAILOR REMEMBERED AS DEDICATED TO THE NAVY
MAYFIELD, Ky. (AP) -- The sister of a sailor from western Kentucky who was killed in rough seas said he
was dedicated to the Navy and loved his job.
Senior Chief Petty Officer Thomas Higgins, 45, and another sailor died Dec. 29 after being swept off the
submarine USS Minneapolis-St. Paul as it left Devonport Naval Base in southwestern England.
Judith Higgins Scheffler, 50, of Mayfield said she may not have loved Higgins career choice, but respected
it because he loved the job. He was a very dedicated guy to the Navy,Scheffler
told The Paducah Sun for a story in Thursday's paper. We respected
that he loved his job, Scheffler said.
Family members wanted Higgins to retire after 20 years in the military, but the terrorist attacks of 9/11
prompted him to stay, Scheffler said.
Higgins, who was chief of the vessel, and Petty Officer Michael J. Holtz, 30, of Lakewood, Ohio, were
pulled from the water by fellow crew members and British authorities. They were pronounced dead at a
local hospital. Two other sailors swept into the water by surging waves were treated for minor injuries and
discharged.
Higgins was a 1979 graduate of Mayfield High School. He enlisted in the Navy at age 20 after living for a
year in Paducah. He was last based at the submarine's home port in Norfolk, Va., where he lived with his
wife, Tina Higgins, and 16-year-old son, Christopher.
Scheffler said Higgins was smart, humble and sweetand always carried a smile on his face. Higgins enjoyed
taking care of the sailors on the submarine, Scheffler said.
'I think they were very impressed with him, and were praying
for them, too, she said. 'It's so unique to
be the best at your job on the boat and be so loved by the men.'
Higgins last spoke with family members in Kentucky over the holidays and last visited his family in the
summer of 2005.
'I will remember that time for the rest of my life because we spent so much time together,' said Scheffler, of Mayfield.
'We doted on him. We adored him.'
Higgins also is survived by his mother, Alice Higgins, 80, of Mayfield, and a brother,
Hal Higgins, who lives in Newport, Mich.
