                              William F. Higgins passed away on June 2, 2009 at his home in Green Valley. He was born on October 26, 1924 in Chester, PA to the late William and Sophia (Clark) Higgins. He is survived by his wife of 40 years, Ruth (Wilson) Higgins. He is also survived by three children, Phyllis Adams, Richard Higgins and Renee Kempf and by three stepchildren, Sharon Sylvester, Walter Cochrane, and Jaquelyn   Smith.  He is also survived by nine grand-children and three great-       grandchildren, with another one on the way. He was a combat veteran of the U.S. Navy, having served in both W.W.II and the Korean War. Bill  retired from Sun Oil Co. in 1981 after 30 years. He started a second career teaching adult computer courses for the Charlotte County School District in Port Charlotte, FL. After moving to Green Valley in 2002, he worked for Wilson Software. While living in PA, he officiated High School football, basketball and softball for the PIAA. In Green Valley he was treasurer of the Men's Club and participated in the variety show of Pueblo Estates. He loved traveling, golf and was an accomplished organist. Family services were private. A Memorial Service will be held at the Pueblo Estates Club House on Saturday, July 11, 2009. In lieu of flowers, donationsto the or the would be appreciated.

Dreaded 'Mother Higgins' named for her

The less-than-5-foot-tall Clara S. Higgins was a formidable force in Tucson, doling out affection and discipline as needed for over 30 years. Mother Higgins.
It's a name that could strike fear into the hearts of would-be youthful offenders for many years around Tucson: "You keep doing that, and we're going to send you to Mother Higgins!"

No-o-o-o-o-o-o!

Actually, it was the institutional Mother Higgins, a nickname given to the county's first organized juvenile detention center, that carried the impact.
But the in-the-flesh Clara S. Higgins, who stood less than 5 feet tall, was a formidable figure in her own right.

One story recounted about her has it that, unable to dissuade a runaway youth from trying to board a freight train out of town, she grabbed him by the seat of his pants, forcibly removed him from the train, led him home and promptly took him to the woodshed, where punishment of the prepolitically correct era was administered.

Born in Germany, she moved to America with her parents. She couldn't have known, then, that she would become "mother" to thousands of Pima County's wayward youth.

It was a task that almost literally fell into her lap. Her husband, Patrick L. Higgins, was employed as a probation officer for the court system here. Some of his cases involved separating children from their
parents.

In such cases, Higgins brought them home with him, starting about 1914, and Mrs. Higgins cared for the youngsters. Following her husband's death in December 1929, she made it official, contracting with the county - $1,500 a year for use of her home and $1.25 per child per day for expenses.

Her house, at 332 E. Fourth St., became known as "Mother Higgins Home." There, youngsters from infants to teenagers were dispensed appropriate amounts of affection and discipline.

She bought books, games and puzzles, and said that in more than three decades of operation there were only 20 runaways from the home. She was assisted in cooking and caring for the youngsters by a companion, Clara Heim.

Mrs. Higgins had two biological sons: Dan - also identified as Raymond - who died in 1944, and John, who eventually served as deputy warden of Arizona State Prison.

She estimated she had cared for 11,000 youngsters, commenting once, "I've worked under 11 judges and taken care of children from the time they were in the cradle 'til the time they got married."

That she was a positive influence in many lives is reflected by another story:  The "Mother Higgins Home" at 332 E. Fourth St. housed more than 10,000 wayward youth in the 30 years that Clara S. Higgins cared for juvenile offenders.  She thought she recognized a city policeman who had brought her a delinquent child, and asked if they were acquainted. He smiled and replied that he had been one of her "children" 22 years earlier.

Some of her youngsters stayed only a few days, some for more than a year, until changes in juvenile law limited such stays to a week or less.

She worked with area youth until suffering a heart attack in 1951. She was selected as Mother of the Year for 1952 by the Fraternal Order of Eagles and presented with an engraved silver tray and creamer set.

At the presentation, on the event of her birthday, when she was told, "You look awfully pretty ...," she completed the sentence, " . . . for an old gal."

In 1956, when the county established its first formal juvenile detention center at 332 S. Freeway (now the county's Theresa Lee Clinic), it was named in her honor, and came to be the the "Mother Higgins" dreaded by youthful offenders.

Mrs. Higgins, who entered a rest home following her heart attack, died at age 86 on July 20, 1957. She is buried at Holy Hope Cemetery.
