Frank Milligan
This is the only know photograph of Frank Milligan Sr., a postal worker most of his life, the youngest child of William Milligan and Isabelle Johnston Milligan.

Frank and Josephine were married on February 2, 1887 in St. Peter and Paul's Church on West Main Street in Rochester, NY. Josephine, a Catholic is buried in Holy Sepulchre, while Frank who is not Catholic, could not be buried in Holy Sepulchre.
Frank was a postal carrier and owned a dry goods store at 951 Genesee Street in Rochester. He advertised in the West High School yearbook from 1915 - 1928, around the time that his youngest daughter, Helen attend West High.
