Phebe or Phoebe Cartwright Palmer was the daughter of William A. Cartwright (born January 2, 1775, in Hopkinton, Washington County, Rhode Island, died September 3, 1845, in Amity, Allegany County, New York) and Abigail Davis (born about 1779 in Rhode Island).

Phebe's siblings were Amaca, Abigail, William A., John C., Martha Louisa, and Bryant C. Cartwright.

Counted in the 1850 Federal Census of Hancock County in 1850 was the household of Abigail Cartwright, 71, born in Rhode Island, value of real estate 100; her daughter, Abigail, 53, born in New York; and son, William A., 40, farmer, born in New York.

Peter and Phebe's children were:

i. Louis Saxton Palmer, born May 12, 1835, in New York, died December 1, 1930, in Fountain Green Township, Hancock County, Illinois.  Burial at Majorville Cemetery.
 
ii. William Wallace Palmer, born December 6, 1836, in New York, died August 22, 1909, probably in Adair County, Missouri.  He is buried at Sabbath Home Cemetery in Adair County.
 
iii. Helen Almira Palmer, born August 15, 1840, in Allegany County, New York, died February 28, 1926, in Fountain Green Township, Hancock County, burial at Majorville Cemetery.
 
iv. Emma Maria Palmer, born November 15, 1847, in New York.  She died January 13, 1943, at Gibbs, Adair County, Missouri.  Burial at Majorville Cemetery.
