Effective April 15, 2003, the Toledo-Lucas County Health Department will no longer issue the wallet size birth certificates (laminated) due to the requirements of the State and Federal Government. Furthermore, for reasons of security and fraud prevention, the laminated cards are not accepted by State and Federal Government Agencies as proper identification.
