Moses and his family (except his sons Warner and Charles) removed to Caldwell settlement, town of Lisle, in 1817, making the journey, by the aid of four teams in twelve days.

The 1830 federal census for Owego, Tioga County has Phineas as head of household with one female in the fifty to sixty age range. There are two male children: one "of ten and under fifteen" and the other "of fifteen and under twenty."
In 1840, Phineas is still living in Owego. There is one male 20 to 29 years old, and one female aged 60 to 69 years.
