Isa Alma Lodeska Phetteplace was born at Corvallis, Smith Co, KS, on July 17, 1876.

She was a member of United Brethren Church, before December, 1898, in Corvallis, Smith Co, KS.

She became a member of Women's Christian Temperance Union circa 1898 ; just before her death, she was made a Life Budget Member in recognition of forty years of membership, and had recently served as secretary of the local Union and vice-president of the county Union.

She married Clarence Levi Frazier on September 21, 1898 at James Phetteplace residence, Smith Center, Smith Co, KS.

She became a member of Congregational Church, December 18, 1898, in Athol, Smith Co, KS; during forty years of membership, she served as a teacher and officer in the Sunday School and an officer in both the church and the women's organization.

She became a charter member of Smith County Council of Women in 1938 at Smith Co, KS ; she served as its first treasurer and was serving as secretary when she died.

She suffered a stroke on February 26, 1939 at Athol, Smith Co, KS. She died on March 4, 1939 at Athol, Smith Co, KS, at age 62. Isa's funeral was held on March 6, 1939 at Congregational Church in Athol, Smith Co, KS. She was buried on March 6, 1939 at Pleasant View Cemetery.
