Luther Blackman was a Major in the Union Army during the Civil War. He lived in Monroe County and was very active in Republican politics of East Tennessee, serving in the Tennessee Assembly. Many of his papers are on loan to the Tennessee State Archives and are on microfilm rolls 620-1, 2, 3. This material was on Roll #2.
Before the Civil War he operated a marble business in Monroe County and kept a book of tombstone inscriptions. Many of these were for Loudon and Monroe County residents and can be viewed at http://freepages.genealogy.rootsweb.com/~janelle/blackman.htm
