Donna ???? Higginbotham (ca1935-2008) OR
Longtime public servant Donna Higginbotham dies
She served on the Central Point council for nearly 25 years
CENTRAL POINT — Donna Higginbotham, a councilwoman who saw Central Point through
more than a quarter-century of growth and brought humor into city politics, died
Sunday at age 73.
Friends and family remembered Higginbotham Tuesday as outspoken and deeply fond
of her community.
She died at an adult foster home after a prolonged, undiagnosed illness that
left her unable to communicate in her final days, family members said.
Higginbotham leaves behind her husband of 57 years, Orland Higginbotham, three
children and many grandchildren.
A City Council member for nearly 25 years during two separate stints,
Higginbotham first joined the council in 1980 and served more than a decade
during a time of slow growth and limited funding.
She left office in the mid-1990s when former mayor Rusty McGrath was elected and
things, she said later, became "a little controversial."
At age 56, she started college and was one of few grandmothers to graduate with
a criminology degree from then-Southern Oregon State College in 1991. She spent
more than eight years working for Jackson County's juvenile department, using a
tough-love approach with teens that prompted many of them to visit her in later
years.
In 1999, the then 65-year-old returned to city government during a period of
rapid growth and development. After supporting a citywide smoking ban,
Higginbotham was one of three council members to face a recall attempt by a
citizens group headed by McGrath, town hall critic Larry Thornton and
councilwoman Carol Fischer.
With her trademark sense of humor, Higginbotham said of surviving the recall
(with the most public support of the three): "We weren't scared of it or
anything."
She resigned in 2004, having suffered a series of small strokes. At the time she
listed her favorite accomplishments as passing the smoking ban, helping with
development of the new city library, working on the Bear Creek Greenway and
establishing a park in honor of former Mayor Don Jones.
The day she turned in her resignation, she learned one of her two sons, both of
whom would later die of cancer, had been diagnosed with the disease. Of her
resignation she said at the time, "I cried about it. ... I just couldn't stand
it, but it was time and I knew I should get off. Then the very day I went down
to tell them I was retiring, I found out about my son."
Higginbotham's daughter, Julie Webster of Williams, said her mother was known by
many as one who "never had a qualm about telling it like it was" and would be
"sorely missed."
Kay Harrison, who served for a time with Higginbotham, called her a "genuinely
nice person that really cared about her community and her family.
"There are feisty people that are argumentative just so they can stir stuff up,
but that wasn't Donna," Harrison said. "She had an opinion and she just stuck to
it and she did it in a way that was "¦ just good, never mean-spirited."
Former Mayor Bill Walton remembered Higginbotham, with whom he attended high
school, as a "dear, dear person."
Of her mother's humor, Webster recalled a time when out-of-towners were about to
visit the family, then living in the Applegate, and ignorantly inquired about
the modern amenities in the family's home.
"They asked if we had electricity and phone service and she politely answered,
'Oh yes. We've got all the amenities "¦ and by golly Indian raids are down to
once a week!' "
Webster said her mother loved the ocean. The family plans to scatter her ashes
this summer along the beaches she often walked with her husband. No public
service is planned. Arrangements are being handled by Stephens Family Chapel in
Grants Pass.
