The first Confederate pensions in Florida were authorized in 1885 and granted to veterans the sum of $5.00 per month. The next three decades saw a new Confederate pension bill introduced at nearly every session of the Legislature. Residency requirements were added and adjusted, militia members and widows were declared eligible, various financial qualifications were added and changed, and the amount and method of distribution were changed many times.

On the 5th day of April A.D. one thousand one hundred and fifteen
personally appeared before me, a notary republic in and foresaid county and state aforesaid.
William A. Belcher who being duly sworn according to law declares he is 68 years of age having been born the 19th day of November 1846 in the county of Henry in the state of Virginia.That he is a bona fida citizen of the County of Pinellas state of Florida and he has resided in the State of Florida continuously since the 11th day of April 1870.
That he is the identical person who enlisted at Martinsville Virginia under the name of William A. Belcher on the.....day of
April 1865. on account of disbanding confederate soldiers.
That I served until honorably discharged from the service of the Confederate Army
in the year of 1865 and did not desert the service of the Confederate Army nor take the oath of allegiance to the United States until after the surrender of the Confederate Armies.
That I was at Danville Virginia
That I do not own property...................in any other state.
Nor does my wife own with me property to exceed in value of $5000.00.
