     Whitney Wright Gillilland was born on 13 January 1904 at Glenwood, Mills County, Iowa.2,3 He was the son of Isom Shirley Gillilland and Elsie Moulton.1 Whitney Wright Gillilland appeared on the 1910 Federal Census of Glenwood, Mills County, Iowa in the household of his parents, Isom Shirley Gillilland and Elsie Moulton.3 Whitney Wright Gillilland married Virginia Susan Wegmann on 19 February 1926.4 Whitney Wright Gillilland died on 13 May 1993 at Alexandria, Fairfax County, Virginia, at age 89.5,6 He was buried at Glenwood Cemetery, Glenwood, Mills County, Iowa.7 (For burial information see Find-a-Grave.)

Whitney Gillilland, 89, a lawyer who was chairman of the Civil Aeronautics Board from 1960 to 1961 and a member of the board for 17 years, died of a stroke May 13 at Arlington Hospital. A resident of the Washington area for 40 years, he lived in Arlington.

Mr. Gillilland retired from the CAB in 1976 and was a counsel to the Washington law firm of Verner, Liipfert, Bernhard, McPherson & Hand until 1980.

A native of Glenwood, Iowa, Mr. Gillilland attended Iowa State University and the University of Nebraska. He practiced law in Glenwood and Waterloo, Iowa, and served as county attorney of Mills County, Iowa, and city solicitor of Glenwood and as an Iowa state District Court judge.

He also was chairman of the Iowa Republican State Central Committee from 1948 to 1950 and chairman of the Iowa delegation to the Republican National Convention in 1948. He was chairman of the executive committee of the Republican National Strategy Committee in 1949 and 1950.

Mr. Gillilland was appointed assistant to the secretary of agriculture in 1953 and later that year was named chairman of the War Claims Commission. The next year he became chairman of the Foreign Claims Settlement Commission, serving in that post until he was named to the CAB in 1959.

Mr. Gillilland was president of the Federal Bar Association and the Washington Foreign Law Society, chairman of the committee on licensing of the Administrative Conference of the United States, and a member of the house of delegates of the American Bar Association and the Cosmos Club.

Survivors include his wife of 67 years, Virginia Wegmann Gillilland of Arlington; two sons, retired Army Col. William S. Gillilland of Arlington and Thomas M. Gillilland of Falls Church; four grandchildren, and four great-grandchildren.8

Born in Glenwood, Iowa, Whitney Gillilland (1904-1993) was educated at Iowa State College (1921-1922) and the University of Nebraska (1923-1926). He was admitted to the Iowa and Wisconsin bar associations in 1927. Gillilland practiced law in Iowa from 1927 to 1953 and served as the Glenwood city solicitor and Mills County attorney for a time. From 1938 to 1941 he was a judge on the bench of the 15th Judicial District.

Gillilland was active in Republican politics both at the state and national levels. He was chairman of the Iowa State Republican Central Committee from 1948 to 1950 and was chair of Iowa's delegation to the 1948 GOP National Convention. He also served as the head of the executive committee of the Republican National Strategy Committee in 1949.

In 1953, Whitney Gillilland was appointed United States Assistant Secretary of Agriculture. He then became the chairman of the Foreign Claims Settlement Commission. Gillilland was a member of the Civil Aeronautics Board from 1959 to 1976, and was chairman from 1960 to 1961.

William S. Gillilland Army Colonel, Linguist

William S. Gillilland, 82, an Army colonel who became an intelligence officer and linguist specializing in Asia, died May 8 at Capital Hospice in Arlington County of complications from chronic obstructive pulmonary disease. He had lived in Arlington since 1980.

Col. Gillilland spoke Mandarin, Cantonese, Japanese and Urdu and spent more than 21 of his 36 years in the military overseas.

William Shirley Gillilland was born in Bladen, Neb. He served in the Navy during World War II in the Pacific. After the war, he graduated from the University of Iowa and then joined the Army, first as an infantry officer. He studied at the Defense Language Institute in Monterey, Calif., graduating as a Chinese linguist in 1959, and received a master's degree in international relations from Stanford University in 1960. Col. Gillilland also graduated from the U.S. Army Command and General Staff College in 1968.

He was the defense attaché in Beijing and was an Army attaché in Hong Kong and Pakistan. He also served in Japan, Taiwan, South Korea and twice in Vietnam.

Col. Gillilland retired from the Army in 1980 and settled in Arlington, where he was part of an informal network of "old China hands," said his wife of 59 years, Ingrid Waldt Gillilland of Arlington.

He was a member of the Northern Virginia Retired Men's Golf Association and the Army Navy Country Club, and he was an election official in Fairfax and Arlington counties.

In addition to his wife, survivors include a daughter, Sarah Jane Billington of Gainesville, Va; a brother; and two grandchildren.2

William Shirley Gillilland was born on October 16, 1926 in Bladen, Nebraska and passed away peacefully May 8, 2009 in Arlington, Virginia. He was the eldest of two sons of Whitney and Virginia Gillilland. He grew up in both Glenwood and Waterloo, Iowa. From the heartland of America, Colonel Gillilland began an illustrious career in service to this nation.

He enlisted in the U.S. Navy in January 1944 to service our nation during World War II. Following his discharge in June 1946, Colonel Gillilland pursued his educational opportunities and served in the Army ROTC at the University of Iowa. He also joined the National Guard in Glenwood. He had practical intensions to become a farmer although his studies focused in political science. During Colonel Gillilland's senior year he enrolled in George Washington University in Washington, DC and also worked part time as a Capitol Hill Policeman. During the conduct of his duties there, he met an executive secretary, Ingrid Waldt, in the office of Congressman Michael A. Feighan, Ohio. They were wed in November 1949 and began life together over a blacksmith's shop in Glenwood. Shortly after their wedding, the Korean War loomed large. Colonel Gillilland volunteered for duty. He resumed his military career at Fort Benning, Georgia as an infantry officer in July of 1950. Before deploying to Korea, Colonel Gillilland distinguished himself as a graduate of the Ranger Course, the Mountain Training Corse, and became a Master Parachutist.

After the Korean War, Colonel Gillilland continued his 36 year career as an Army officer. His infantry background led him into counterintelligence / human intelligence and eventually to a rewarding career as a Foreign Area Officer-China as a solider-diplomat. His assignments included Washington, Fort Benning, Georgia, Fort Benning Harrison, Indiana, Yuma Proving Grounds, Arizona, and Monterey, CA. He also served 21 years overseas in Japan, Korea, South Vietnam, Taiwan, Hong Kong, Pakistan, and China. He became fluent in both Mandarin and Cantonese Chinese dialects and spoke Japanese and Urdu. He earned his Master's Degree in International Relations at Stanford and graduated from the U.S. Army Command and General Staff College.

Colonel Gillilland's awards include the Legion Merit, Bronze Star, Meritorious Service Medal, Joint Service Commendation Medal, Army of Occupation Medal, National Defense Service Medal, Korean Service Medal, Vietnam Service Medal, United Nations Service Medal, Republic of Vietnam Campaign Medal, Combat Infantry Badge, and Parachutist Badge.

Following his retirement from the Army in September 1980, Colonel Gillilland continued his association with the intelligence community, worked in private industry, and enjoyed leisure times on the golf course at the Army-Navy Country Club, keeping in touch with long time and new friends working elections polls.

Colonel Gillilland is survived by his wife of 59 years, Ingrid Waldt, his daughter Sarah Jane Billington of Gainesville, VA, his younger brother Thomas of Willsboro, NY, a granddaughter Amanda Billington, a grandson Whitney Billington, and a great grandson Alexander.

Graveside services with full military honors were held Friday, August 7, 2009 at Arlington National Cemetery, Arlington, VA.

Hertz Funeral Home of Glenwood in charge of local arrangements.3
