28. Livingston Bullock TALLEY. Born
in 1844 in PA.[77],[78],[79],[80] Livingston
Bullock died in West Chester, Chester Co, PA on 2 Oct 1897; he
was 53.[78],[79],[80],[81] Buried
in St. Martin's Cemetery, Marcus Hook, Del Co, PA.[78],[79],[80],[82] On April 26, 1999, a burial stone
was placed to memorialize Livingston Bullock Talley, a Civil War
Veteran. An old, small and very worn sandstone bearing a Civil
War insignia was already at the gravesite in 1991 when it was
viewed by Marjorie B. Winter. Occupation: Painting.[81]

According to the notes of Jennie Talley Gould, daughter of Charles
Bullock Talley, Livingston was "adopted" as an infant
by Samuel Talley. Charles had said that Livingston was a good
"brother" and, also, that he was a drummer boy in the
civil war. On the 1850 Census, First Division, New Castle Co,
Delaware, Livingston is enumerated with Samuel Talley's family
as follows: Samuel Talley, age 28, shoemaker, birthplace, Delaware;
Elizabeth A. Talley, age 26, birthplace, Penna.; Lydia Talley,
age 1, birthplace, Delaware; Livingston Bullock, age 5, birthplace,
Penna.; Peter Pierce, age 19, shoemaker, birthplace, Delaware;
Charles Bullock, age 20, Carpenter, birthplace, Penna. [Charles
Bullock was probably Elizabeth Ann Bullock Talley's brother.]
On the 1860 census Livingston is listed as a Talley, age 15. Although
Livingston's paternity is unclear, his maternal line is evidenced.
Livingston was the natural son of Elizabeth Ann Bullock before
her marriage to Samuel Talley. One could conclude that Livingston
was most likely not a Talley. It appears that some of Livingston's
children in later life preferred the surname Bullock, while others
remained Talley.

The following letters were among papers found in the Van Leer
writing box which Marjorie B. Winter inherited. She has tried
to transcribe them exactly with spelling and grammar errors included.
Marjorie's great-grandparents were John Franklin Van Leer, Jr.
and Mary Rutter Bullock. Mary was a sister to Elizabeth Ann Bullock
who married Samuel Talley. These letters open a wonderful window
into the personal lives of Livingston and other family members.
Marjorie B. Winter has graciously given me her permission to include
these letters with my Bullock/Talley genealogy on my web page.

[Noted by Marjorie B. Winter: The following letter was written
on the back of Charlotte's letter to her daughter, Elizabeth Ann.
It is dated 1887, but that is in error, obviously. Charlotte Rutter
Bullock died in February 1878. This was probably her last writing
effort, and she used her energy in an attempt to get her family
to promise to help Livingston.]

Grandmother: [Charlotte Rutter Bullock]
Mother [Elizabeth Ann Bullock Talley] is away nursing. She had
the diptheria and had to go out as bad as she is. I think Liv
is just as able to work and keep his family as we are to work
whether we are sick or well to get money to send to them. They
went in haste, give away all they had to get there, so now for
me, they can get back the best they can. There is not anybody
only Taba about here able to work. I am crippled so I can't do
anything and I will have to keep what bit of money I have to keep
myself on. Amor Talley [Son of Samuel and Elizabeth Ann Bullock

We hereby certify that in compliance with the requirements of
the law we have carefully examined this applicant, who states
that he is suffering from the following disability, incurred in
the service, viz: Hemorrhage of stomach & piles.
He makes the following statement upon which he bases his claim
for Original.
Bleeds from the rectum if he lifts anything heavy or strains too
hard. Has had several profuse hemorrhages from the bowels amounting
from a teacupful to a gallon. Piles come down always at stool,
frequently by straining or stooping.
Upon examination we find the following objective conditions: Pulse
rate, 66; respiration, 18; height, 5 feet 9 1/2 inches; weight,
160 pounds; age, 46 years.
Tongue & skin normal; liver & spleen not enlarged, no
tympanites; so much alleged tenderness in hepatic & epigastric
regions that it is difficult to find exact condition of abdominal
viscera; we do not believe that such tenderness exists. There
is one hemorrhoidal tumor on front wall of rectum 1/4 in. in diameter,
not irritated nor bleeding; several small ulcers about one inch
above anus, bleeding slightly. Sphincteranic (?) strongly contracted
& resisting dilatation, so that he complained of great pain
during examination of rectum. Alleged eructation of food at times,
but he is well nourished and aspect indicates good health. No
other disability is found to exist.
He is in our opinion, entitled to a 4/18 rating for the disability

in restoring him to a condition so as to be about but unable to
