BIOGRAPHY: C.A. Ficke, a self-made man, whose life record constitutes amost creditable chapter in Davenport's history, is enrolled among theeminent representatives of the bar and in various other lines of businessactivity, has given evidence of his quick recognition and utilization ofopportunity. Such is the position which he holds in public regard thathis opinions are always an influencing factor in the consideration ofvital municipal question. A native of the duchy of Mecklenburg, Germany,he was born April 21, 1850, in Boitzenburg, his parents being ChristopherH. and Elizabeth (Praesent) Ficke. The father was a merchant, who in1852 came to the United States with his family, after which he took uphis abode on a farm in Scott county, Iowa.

BIOGRAPHY: C.A. Ficke, but two years of age when the family came to thenew world, was reared amid rural surroundings and obtained his earlyeducation in the country schools. He found farm work to narrow for histaste and ambition, however, and at the age of twelve years he entered astore in Lowden, Cedar county, where he was employed for a year.Realizing the need of a more comprehensive education than he had alreadyacquired, he entered the public schools of Davenport at the age ofthirteen years and made expenses by working outside of school hours.Thus he obtained a good English education and, by clerking in a dry-goodsstore and carefully saving his earnings, was enabled to pursue acommercial course in Bryant & Stratton Business College of this city.Thus fitted by education for important duties in life, he obtained asituation in the United States assessor's office, where he continueduntil 1869, when he entered the Davenport National Bank. There he waspromoted through intermediate positions until he became discount clerk.It was his ambition, however, to become a member of the bar and, out ofbusiness hours, he spent time in studying and reading law in the officeof H.R. Claussen. Resigning his position in the bank in 1876, he enteredthe New York Law School at Albany, where he pursued the regular courseand was graduated with the class of 1877 and then became a member of theScott county bar.

BIOGRAPHY: Mr Ficke afterward spent six months in travel in Europe and,on returning to Davenport, entered upon active practice. No drearynovitiate awaited him. He was successful from the first, seeming topossess a ready and natural discrimination as to legal problems.Moreover, he prepared his cases with great thoroughness and care,determining with accuracy the salient features and giving to each pointbearing upon his case, its due relative prominence. His practice hasbeen of an extensive and important character and he is recognized as oneto the leading representative of the Davenport bar.

BIOGRAPHY: Always interested in public affairs, in which connection hisopinions have been regarded as sound and progressive, Mr. Ficke, has beenhonored with numerous offices. At one time he was affiliated with therepublican party and was chairman of its county and congressionalcommittees, but a change in his political opinions led him in 1880 tobecome a strong supported of Grover Cleveland for the presidency. In1886 he was elected county attorney for Scott county and in 1890, againsthis protest, was nominated and elected to the mayoralty. When convincedby the public that he was the choice of the people for the office, hebent his energies to the faithful performance of the duties that devolvedupon him as the chief executive of the municipality and such was hisservice that in 1891, he was renominated by acclamation and elected bythe largest majority ever received by any mayor of Davenport. At theclose of his second term he declined a third nomination. He was avigorous, business like administration, in which many improvements weresecured for the city, including paving, sewer building and the executionof other public projects.

BIOGRAPHY: In additions to his law practice, Mr. Ficke is largelyinterested in loaning money and devotes much of his time to his numerousreal estate interests. He has made the value of property. He regardsreal estate as the safest of all investments and the judicious use he hasmade of his opportunities in this direction has placed him amongDavenport's most successful men. He was also voted to be one of thefirst directors of the Iowa National Bank at their opening in May 15th,1889.

BIOGRAPHY: On the 24th of March, 1882, Mr. Ficke was united in marriageto Miss Fannie Davison, a daughter of Abner Davison, a prominent attorneyof this city. They have three children, one of whom is Arthur D., arising young lawyer associated with his father in practice. Mr. Ficke isa man of simple habits, devoted to his family and loyal to his friends.He is a broad minded and well read - a cultured, genial gentleman who hastraveled extensively and with whom association means expansion andelevation. He is keenly alive to all the vital interests of the timesand has never counted as a source of happiness those things whichminister merely to self regard to the duties and obligations ofcitizenship.

Attended commercial college and became a bookkeeper in1868. Worked for Davenport National Bank 1870-76 while reading law andthen attended law school in Albany, N.Y. in 1876. Chairman RepublicanCont. Com. 1879-91. Incorporator of Scott County Savings Bank. Changedto Demo. Party 1884. Elected County Attorney 1886; mayor of Davenport1890-91. Attorney firm - - Ficke, North & Ficke, Law and farminvestments.

BIOGRAPHY: His address was listed as 212 Main in Davenport, Iowa per the1882 Iowa State Gazetteer and Business Directory.

Found the following in old newspaper called Davenport Democrat on April8, 1890 printed in Davenport, Scott County, Iowa: "THEY ALL FALL SHORT
No sooner is Mr. FICKE shown to be mayor-elect than he begins to receivethe attentions which are usually bestowed upon the successful candidate.Among others is the missive of the anonymous letter writer. Here is asample from some man who has evidently had a ride in the patrol wagon,and which, like all the letters of its class, will be consigned to thedepths of the waste basket in the mayor's office:
Davenport, April 6, 1890, C.A. FICKE, mayor. Dear Sir: Now you aremayor-elect for the ensuing year I hope your administration over the citywill be a good one, as regards the police force. You will begin in theend of the field and pluck the cockle out-letting the wheat grow. So itis with the police. Some of them are a scandal to the city. Appoint goodmen-tax payers and men who are well recommended by good citizens. If youdo this you will have the blessing of the people.
A.Citizen."

This was followed up by this article on April 19, 1890 in the same paper:
"NEW POLICEMEN
Two new policemen being needed to bring the force up to full number.Mayor FICKE has appointed Julius H. JANSEN and Adam F. STAFENBIEL. Theformer has been prominently connected with the fire department in aresponsible position for a long time, and was tendered the appointment byMayor FICKE as soon as it was known that he intended leaving thatservice. Mr. STAFENBIEL has been with the American Express company herefor ten years, and is a trusty man. Both appointments are good and thepolice force is the gainer by them. There were 25 applications on theforce, but the mayor used his judgment in selecting his men."

Still another article in the The Daily Times of Davenport, Scott County,Iowa, dated August 5, 1890, stated " Mayor FICKE, wife and son are amongthe guests of the Halifax Hotel and Halifax, N.S."
