William Edward Cochran appeared on the census of 18 August 1870 in the household of Hugh Macauley Cochran and Mary Royston Bozman at McConnelsville, Morgan County, Ohio. .3 He appeared as a son in the household of Hugh Macauley Cochran and Mary Royston Bozman on the US Census taken 16 June 1880 at McConnelsville. .4
William graduated from McConnelsville High School in McConnelsville on 2 June 1887.5 He was described as was five feet seven and one half inches tall and had blue eyes, brown hair and a ruddy complexion.6
William enlisted in the U.S. Army on 2 March 1896 at San Francisco, California.6 He reinlisted on 2 March 1899 at Fort Hamilton, New York.7 He appeared on the US Census taken 1 June 1900 at Fort Meyer, Virginia. .8 He was a private second class.8 He reinlisted on 18 December 1905 at San Francisco, California.9
William was serving in the Signal Service in 1907 at Jalo, Jalo, Philippine Islands.10 He was discharged on 17 December 1908 at San Francisco from the U.S. Signal Corps Company F.9
William appeared as a boarder in the household of Sandow and Martha Bienir on the US Census taken 22 April 1910 at 228 Valencia Street, San Francisco, California.11 He was a W. S. M. carrier at San Francisco.11
William was an heir of his father, Hugh Macauley Cochran in the will written on 23 January 1918 at McConnelsville, Morgan County.2 He appeared as a boarder in the household of Martha J. Biener 58 and her daughter Alvina Biener 26 on the US Census taken 5 January 1920 at 3427 Nineteenth St., San Francisco, California. He was a 50 year old single man.12 He was in the lumber business at San Francisco, California.13 He was on the US Census taken 4 April 1930 at 865 Capp Street, San Francisco, California. He was enumerated as a 60 year old single man born in Ohio.14 He was a clerk in a post office.15 He was still living at San Francisco in 1939 and 1945.16,17
