The earliest
federal census with population information for Texas is 1850 which was
taken shortly after it became a state in 1845. There were some
territorial records from 1829 to 1836 which were published in The First
Census of Texas, 1829-1836, National Genealogical Society
Special
Publication 22, by Marion Day Mullins (Washington: National
Genealogical Society, 1976). I am not sure how complete these
records are. You can see the records used for the databases on
line. It has no Clover entries in it.

Marion Day Mullins, Republic of Texas:
1846 Poll Lists, (Baltimore, Maryland: Genealogical Publishing
Company,
1974). There is no comment in the book as to which counties were
included. The statement was made that by 1846 there were 67 county
governments in existence. This statement may mean that all of
these 67 were included. This book is a list of polls. Poll in
this case has nothing to do with voting. Poll is used to refer to a
person who owed tax. In other areas, I have seen this called a
head tax. A poll tax of $1 was applied to every white male resident
over 21 and women who were head of households. These were mostly
widows.
