Census Records

1810 to 1829 Records

           Arkansas had population censuses taken in 1810 and 1820, but they did not survive. There was a manufacturer’s census taken of the Arkansas Territory in 1820 as part of the federal census program, some of which has survived.  I have not checked this census.  However, I would not expect any Clovers to be in this census because they were mostly farmers.  Nevertheless, interested parties should check it in the interests of thoroughness.  The first federal population census to actually survive was 1830. 

            To cover the period before 1830, various lists have been compiled to try to reconstruct a picture of who was living in the area at that time. I have listed the ones I have information on here.    


            We do not know the exact date that the Clovers appeared in Arkansas, so it is just possible that they were there before Clark County was formed from Arkansas County. Therefore I checked the 1814 and 1816 tax lists of Arkansas County, but found no Clovers. This is online at: http://www.censusfinder.com/arkansas.htm


           James Logan Morgan, 1820 Census of the Territory of Arkansas (Reconstructed), (Conway, Arkansas: Arkansas Research, 1992).  I was sent the information in this book by Ray Thompson. The names used to be on line also but that is another broken rootsweb link. 

           On page 99 of the book, the following information is given: "Clark County was created by an act of the Missouri Territorial Legislature approved December 15, 1818 and effective March 1, 1919. The 1820 census was enumerated by Tandy Glaze. At $6.00 per hundred, he was paid $64.40 for the enumeration of Clark County and $4.00 for preparing 2 copies of the census.

           The principal sources of the reconstructed census of Clark County, Arkansas were: Deed Record Book A; Circuit Court Record Books A & B (including jury lists for the circuit court and the court of common pleas); the 1821 Delinquent Tax List published in the Arkansas Gazette, June 25, 1822; Arkansas, Clark County Arkansas Financial Statement 1819, 1820, and 1821, which were published in the Arkansas Gazette, February 12, 1823. "

           The Clover records are on page 16 of the book. Adam Clover and William Clover of Clark County were listed only in 1821. John Clover of Clark County was listed in 1819, 1820, and 1821. The book does not give the exact source of each name.


           Ronald Vern Jackson, Arkansas Sheriff’s Censuses: 1823 and 1829, (Bountiful, Utah: Accelerated Indexing Systems, 1978) Only the heads of households are listed in this census.  According to Ray Thompson, the following Clovers are in Clark County, Caddo Township for 1829. John Clover, Isaac Clover, Wm Clover. I am told there were no Clovers listed on the 1823 list.

1880 and 1890 Censuses

        The 1880 Census for the entire United States is indexed and transcribed at www.familysearch.org  My own records were taken from the Soundex which existed prior to the LDS database and consequently are not complete.  The Soundex of the 1880 census did not include any households which did not include a child under the age of ten. This occurred because the federal government was using WPA money in the 1930s to index the censuses for the use of the Social Security Administration.  They intended it to serve as a proof of age for Social Security. Only those individuals who were born after 1870 were eligible for Social Security so the government saw no need to index other households.  This explains some of the omissions in research published prior to 2001 when the LDS church published the index to the entire United States for 1880. I now rely on this website for my information about 1880 censuses.


        I am sure that most of you know this already, but I will repeat it for the sake of those who are just beginning their research. The 1890 census was damaged during a fire in 1921 at the Department of Commerce. Only a very few pages survived. No Arkansas pages survived. There was also a very interesting Special Veteran’s Census taken in 1890.  The states were apparently stored in alphabetical order and all states from Alabama through Kansas and half of Kentucky were destroyed.
