Association of Engineers; Licensed Professional Engineer in New York and Maine. Have written numberous articles and papers on Airport Planning, Design, Maintenance and Construction. Extra-Professional Activities: Served two years as Vice-President,
Airport Division, American Road Builders Association, representing the Northeastern Section; Appointed Engineering Representative of ten-man Commission to revise building code of City of Portland, Maine, serving 15 months. Took short leave of
absence in 1942 to assitant Jackson Moreland, Consultants, Boston, Massachusetts, in design of Naval Air Stations at Brunswick and Rockland, Maine. Instructor for four years at Brooklyn Polytechnic Institute in an evening course in Airport
Engineering. Appointed by Chairman, New York City Planning Commission, as member of Technical Advisory Committee on Airports and Surrounding Areas developing Plan for Rezoning the City of New York. Vice-chairman, Boston Federal Executive Board,

two years. Aviation Committee, Boston Chamber of Commerce (1968-69). Vice-Chairman (1979), New England Council, Air Transportation Committee. During the flood of 1936, Mr. Cullinan designed 26 short span bridges and directed their construction.
Developed an extensive airport program in conjunction with Civil Aeronautics Administration in defense preparation. He was appointed to Director, New York State Bureau of Aviation (1944-46). In the 1960s, he became the Director of the Dulles
International Airport and was responsible for the coordination of construction, development of organization and procedures for airfield operation and maintenance. He later became an area manager, located in Boston to oversea the air traffic,
airports, airway facilities and flight standards in a seven-state area. From 1970 to 1972 he was Airport Manager, Boston/Logan International Airport. The Eastern Branch of the Federal Aviation Association established an annual "William Edward
Cullinan Airport Award" in 1987.

defense air projects in the New England States. Since 1943 he has been district airport engineer of CAA in charge of airport activities in New York and New Jersey (--New York Times)."
