In PA the land was owned by the Proprietary who in this case is the PENN boys. William and Company. Some good reading there is about Will Penn and his accomplishments can be had at your public library.

The person would come to America and be a squatter for awhile and set up a house and barn etc. After a few years he could apply for a warrant to have the land surveyed and written up. He had to pay so much according to how much land he had, Quit rent and Interest to be paid from time of settlement. This helped them prove that they were living on the land and prevented others from claiming that land as there's especially in some cases of having to leave it in a hurry because of raids or other things happening to them..Others could just come on and claim it as theirs.

Some just up and left to find better land somewhere West and thus others could apply for it. It is just one more piece of evidence that your person was living in the area and possible places to look or not look...

These particular Warrants on these films are little scraps of paper, ( every inch of paper was very well used back then) that the Historical Society had placed in some protective linings to protect them and then filmed the lot..I suppose some were lost or only done by word of mouth, but for the most part were written in some fashion from the Secretary of the land office to the Surveyor General and thus the land was gone and looked at..

Then the Warrant was written up if the person had not forfeited his land by either not paying for it by certain dates or not making the improvements on the land that were set down.
