Brewer was a manager for Western States Electric & Gas, and is described as one of the "builders" of Richmond. He attended the law department at the University of Michigan, Ann Arbor and was afterwards employed by the Comonwealth Power Company at Jackson, Michigan. He moved to Grand Rapids and was associated with the Grand Rapids and Muskegon Power Company. He was later with the H.M. Byllesby Co. of Chicago and was sent to Muskogee, Oklahoma. He was later transferred to Minnesota, then to Everett, Washington, and to Sandpoint, Idaho. In 1912 he came to Richmond, California.2
