"Col. McGovern" as listed, is my g.g.grandfather's brother John McGavern. He was born McGavern and enlisted in the Royal Irish Constabulary as "McGavern". It may be possible that he changed the spelling of his name later in life. We do not know anything about him personally, other than what was printed in his RIC service record. He spent his entire career in Monoghan/Northern Ireland. I don't have my notes in front of me, but he married Ann Jane Skelton 9/16/1858. I think he retired in the 1880s and died around 1911, maybe in Co. Tyrone, Ireland, but I am not positive. I have a photo of him wearing his uniform if you are interested.
